  3. Bradwell Neighbourhood Plan

    Andy Nash who led the Bradwell Neighbourhood plan discussed the process that they followed at Bradwell. An informative discussion with lots of questions, and a great indication of the route in front of us.

Draft document has been approved by Great Longstone Parish Council and Little Longstone Parish Meeting. – Complete

  1. Area for Longstone Area Neighbourhood Plan.
    The door will remain open for other Hamlets up to the point where we formally submit the application to the PDNPA.
  2. Work Stream Discussion. Discussion around the number of work streams and how the various topics best fit to the work stream.
    Ideally 4 or 5 workstreams was felt to be a manageable number.

 Bradwell Neighbourhood Plan, Andy Nash

  • A 15 year vision for the Parish, primarily focussed on issues of planning and land use, with a separate Community Plan developed with issues not relating to the Neighbourhood Plan.
  • Their Vision
    • Sustainable community
    • Careful management of housing developments
    • Working community, balance of business and services
    • Connected community
  • Bradwell has a bigger industrial base, approximately 100 small businesses and tourism is not embraced.
  • They started with a Parish Plan that took around 3 years and later decided to undertake a Neighbourhood Plan when the Newburgh residential development was proposed. This took a further 2 ½ years.
  • Some pointers
    • Don’t try and write core policies, capture thoughts then employ a consultant to write the policy. Bradwell used John Scott, but others are available and PDNPA have a list.
    • Consider the built boundary
    • Only cover off issues for the specific areas you are concerned with – don’t blanket cover when its not needed as this may restrict you in future
    • They had lots of village meetings and polls, the examiner thought it was excessive and they dragged it out too far, however, it did ensure that everyone was involved.
    • As part of the process Bradwell set up a community land trust that was gifted 12 houses as part of the Newburgh development, they now rent these out as affordable housing and are using the income to finance other acquisitions, with currently 25 houses and looking to develop another 13. Around 20% of the villagers are part of the community land trust.
    • Once set, the Neighbourhood Plan is very hard to change retrospectively.
    • Make sure the key issues can be translated into an effective planning policy.
    • A core team of around 5 people worked long hours and produced the bulk of the plan, there was great wider involvement in running the workgroups, polls and communications.
    • Important to interview the examiner and build up a good relationship.
