MINUTES OF THE  PARISH COUNCIL MEETING
ON
21st JULY, 2010

Public Comments

The following comments were raised by Mr and Mrs Poulter:

[1]  Black Trails Project. Mrs Poulter asked why details of the project had not been made public. The Chair indicated that the notification from Planning Authority had been sent late and had not been received by the Council until after the period for comments had closed. Mrs Poulter indicated that she had contacted the Authority and they had indicated that comments could be submitted after the closure.

The Clerk indicated that a further letter had been received on the subject that day. It requested that the authority send two Councillors to a meeting on Thursday 29th to discuss the application.

[2]  Mr Poulter raised complaint that he had not received a reply to letter he had sent to the Clerk. The Clerk indicated that the letter was on the agenda for discussion by the Council that evening, and in the absence of standing orders permitting him to respond he had referred the matter to the Council. The Clerk further indicated that draft standing orders were being prepared and would be considered by the Council in the near future.

[3]  There was some discussion relating to the recent ‘Blackbrook Meeting’. A number of Parish Councils and Friends of the Parish Councils join together to contest applications for BOATs. The Chair further reported that he had been informed that in future even if time limits for comments on matters had passed the Parish Council should still submit comments on any issue, contrary to what may appear in any letter.

[4]  PC Lowe attended the meeting and the area was safe but he further indicated that joint meetings with local Councils, Friends Groups and the Police benefitted the wider community and informed the choices that the police took when allocating resources. He urged that the Council send representatives to all meetings.

106 10  Apologies for Absence

Apologies had been received from Cllr Mrs Barton, who later attended the meeting.

107/10  Declaration of Interests

Cllr Wright declared interests in matters relating to Derbyshire County Council and item 11 and 12.

108/10  Police Matters and Neighbourhood Watch

Cllr Wright indicated that there were no matters to report.

109/10  Off Roaders – Letter from Inspector Bryan Hall

The Clerk detailed the letter to members who noted its contents.

110/10  Operation Blackbrook

The Chair indicated that he attended what was a difficult meeting that had been chaired well by PC Lowe.

There were no reported outcomes from the meeting but there was a need to attend the next meeting which was scheduled for 19th October, 2010.

111/10  Minutes

The minutes were approved subject to an alteration to item 5.7.The Village Volunteer Force had been asked to make repairs to the wall by the Cricket Pavilion.

112/10   2010 Village Week

Cllr Thompson provided a brief outline. The Clerk reported that he had not heard if a grant was to be made to the Council following the application that had been submitted to Derbyshire County Council.

113/10 Village Developments

5.1 to 5.3    Cllr Long and Cllr Wright reported. Cllr Wright indicated that there was a need for a survey of the Recreation Ground which had to be submitted with any application for Planning approval. He had approached a local surveyor who had offered to undertake the survey for £200 plus VAT. The Council approved this course of action and the Clerk was asked to instruct the surveyor in accordance with the letter reported by Cllr Wright.

5.4     20 mph Speed Limit – The Clerk reported that he had not received further contact. The Clerk was asked to write to the Council again to obtain an update.

5.5     Affordable Housing – The Clerk reported that he was awaiting feedback on this matter.

5.6     Repairs to the Wire Fence at the Bottom of the Recreation Ground -The Clerk reported that he was awaiting comments back on this matter and would report at the next meeting.

5.7     Registration of Council owned land – The Clerk reported that this matter was progressing.  He had been ‘instructed’ to attend a training day with the Registry. He was booked in for the 10th August. Following this training session he hoped to progress the matter quickly.

5.8   Re siting of Village Notice Board – The Clerk reported Cllr Mrs Twigg had indicated by email that a grant of £200 was to be made to the Council for the erection of a new and additional ‘Community Notice Board’. The Clerk was instructed to assess the cost of both a basic and a glass fronted notice board and report back to the Council.

5.9  Formalisation of Standing Orders – The Clerk reported that draft standing orders and Financial Regulations were being prepared and would be sent out to Members prior to the next meeting.

The Chairman closed the meeting for a short refreshment break.

114/10 School Matters

No matters were reported.

115/10 Planning Matters

[a]  Planning Decision Notice NP/DDD/1109/1034 Change of Use of Unit 4 (B1) and ancillary car parking areas to bus depot for community transport usage, with associated elevational alterations to Unit 4.

The Clerk reported and members noted to the decision of the Planning Authority.

[b]  Enforcement Notice No.2 Glebe Court. The Clerk reported that he had received a letter which indicated a copy of the notice was attached. It wasn’t and he had requested the notice but had not received it at the date of the meeting. The Clerk was asked to forward the notice on receipt.

116/10 Financial Matters

(a)  Members noted the balance of the current account was £1000 and the deposit account was £22268.51 as at 30th June, 2010.

(b)   The following payments were approved:

[1] W.J. Derricott [Salary]                                      £ 358.29

[2] Aon Insurance [Village Hall]                             £1016.29

The issue of insurance was discussed and the Clerk was asked to investigate with a broker possible savings on all insurances paid.

117/10 Maintenance

RECREATION GROUND

(a)    Play Equipment Inspection Report   Cllr. Frankland had reported that a check had been made and there was nothing to report.

ROADS AND FOOTPATHS

The Clerk was asked to remove this matter from future agendas.

118/10  Peak Parishes Liaison Meeting

The Chair reported that he had attended the meeting.

A number of issues had been raised. One issue related to the responding to matters when a time table had been set by the District, or County Council and the Planning Authority. He had been told to submit comments irrespective of the time limits imposed. The Clerk was instructed to test this issue when the next mater arose.

The Chair indicated that issues relating to Domestic Wind Turbines; Speed Limits; Noise from Helicopters; hazards from large and inappropriate vehicles; noisy motor cycles; installation of solar panels [now deed approved without application to the planning authority], and affordable housing were raised without any real resolution.

The Chair indicated that he would take steps to attend the next meeting..

119/10 Wicksteed Report

The report was considered by the Council and it was resolved that no immediate action was required and the Council would continue to seek grant for redevelopment.

120/10 Correspondence

(a)  Letter from Mr J. Poulter – The Clerk was asked to write to Mr Poulter and acknowledge his comments but to indicate that in the absence of standing orders the Clerk was required to refer all letters to the next meeting of the Council;

(b)  Letter Derbyshire Dales District Council – Area Forums – Noted by Members;

(c)  Beautiful dales Campaign- Matter noted and referred to the editor of UTE;

(d)  letter from Patricia Coleman – Noted;

(e)  Letter from Derbyshire County NHS – Noted;

(f)   Invitation to Annual Parishes Day 25th September. Cllrs Mr and Mrs S. Barton and Cllr Wright if possible to attend;

(g)  Derbyshire County Council Excellence in the Community Awards – matter referred to editor of UTE;

(h)  DALC circulars 26 to 35 approved.

(i)   B- Line Student Magazine noted.

130/10  Late Correspondence

(1)  The Clerk was asked to take steps to obtain the necessary approvals to maintain a tree in Feemouth Yard which could bring the wall down. The Clerk was asked to liaise with Bruno and the Planning Authority as the tree was in a conservation area.

131/10 Date and Time of Next Meeting

Wednesday 18th August, 2010. The meeting will start at 7.30pm.
