Great Longstone Parish Council

Minutes of Meeting held on Thursday, April 18th, 1895

Venue: The Schoolroom, Great Longstone

Present: Arthur Bates (Chairman), C. H. Buzzard, James Orr, H. A. Stanton, Giles Johnson, Samuel Johnson, and Thomas Thornhill (Clerk).

54. Chairman of Council

On the motion of Mr. Buzzard, seconded by Mr. Stanton, it was resolved nem. con. that Mr. Bates be the Chairman of the Council for the ensuing year.

The minutes of the meeting held on the 14th March were read and confirmed.

55. Vice-Chairman

On the motion of Mr. Bates, seconded by Mr. Orr, it was resolved nem. con. that Mr. Stanton be the Vice-Chairman for the ensuing year.

56. Parochial Charities (Minute 36)

On the motion of Mr. Bates, seconded by Mr. Buzzard, it was resolved nem. con. that Mr. Stanton and Mr. Orr be reappointed a Committee to investigate and report upon the Parochial Charities.

57. Churchyard (Minutes 43 & 50)

On the motion of Mr. Bates, seconded by Mr. Buzzard, it was resolved nem. con. that a letter be addressed to the Vicar asking whether, in his opinion, the time has come when no further interments should be permitted within the present Churchyard.

58. Appointment of Overseers

On the motion of Mr. Stanton, seconded by Mr. Orr, it was resolved that Mr. Joseph Johnson be one of the Overseers for the ensuing year.

On the motion of Mr. Bates, seconded by Mr. Buzzard, it was resolved that Mr. Isaac Bennett be one of the Overseers for the ensuing year.

The necessary notices of these appointments were forthwith filled up and duly signed.

59. Publication of Lists of Recipients of Public Charities

On the motion of Mr. Bates, seconded by Mr. Stanton, it was resolved that, in pursuance of the requirements of the Local Government Act, the Clerk write out a list of the Beneficiaries of the various Public Charities, so far as the same are procurable, and that they be exhibited on the Parish Notice Board for the space of one week.

The Clerk was directed to apply to Mr. Andrews for such information as he can afford on this subject.

60. Sanitary Matters (Minutes 42 & 49)

The Clerk read two letters received from the Clerk to the District Council, whereupon the following resolution, moved by Mr. Stanton, seconded by Mr. Buzzard, was unanimously agreed to:

“That this Council requests the Medical Officer of Health for the District to enquire into the causes of complaint named in the accompanying schedule, and desires him to report thereon at an early opportunity to the District Council, or to take such steps as he may deem necessary for the speedy removal of the evils of which complaint is hereby made.”

Schedule of Properties of which complaint is made

I. Property owned by Mr. J. Radford, situate at Town Head.
Cause of complaint — A closet used by the occupiers of 4 houses is situated within 6 feet of a dwelling house and close under a bedroom window, frequently causing the air in the said bedroom to be tainted.

II. Property owned by Mr. James Orr and situate opposite the White Lion Inn.
Cause of complaint — This property consists of 9 houses. For the accommodation of the occupiers of these houses, 2 closets are provided: 7 houses to one, and 4 houses to the other. The refuse of both these closets is collected into one receptacle, which is in close proximity to the windows of a dwelling house, causing offensive smells and an unhealthy atmosphere to pervade the pantry, the kitchen, and the bedrooms.

III. Property owned by Mr. Wager and situated in Mill Lane.
Cause of complaint — One closet used by the tenants of 5 houses is situated close to the pump from which the water used for domestic purposes in these houses is obtained.

61. Postal Facilities

On the motion of Mr. Stanton, seconded by Mr. Buzzard, it was resolved unanimously that a Memorial be sent from this Council to the Postmaster-General asking that there may be a second delivery of letters daily in this village.

62. Gilder Quarry

The Clerk reported that he had applied to Mr. Wright for payment of the rent for the Herbages of Gilder Quarry, and that payment had been refused on the ground that the land in question is Mr. Wright’s own property.

The Clerk suggested that there might be Highway books in the possession of the Guardians which would throw some light on this subject, and he was directed to make application to the Clerk to the Guardians for inspection of same and to report thereon.

63. Repair of Footpaths

On the motion of Mr. Bates, seconded by Mr. Orr, it was ordered that a resolution respecting the public footpaths passed at the Annual Assembly of the Parish Meeting held on the 28th March be entered as the minutes of the Parish Council.

The resolution is as follows:

“That the Parish Council be requested to take such steps as will lead to the better care of the public footpaths not only along the parish roads but also across private property, if the owners or occupiers will give the necessary permission.”

The Chairman asked the Councillors to draw the attention of the Council to any footpath coming within the scope of the above resolution. No such footpath was on this occasion named.

64. Houseton Lane Head Trust Money

Mr. Buzzard gave notice that he would move a resolution on this subject at the next meeting of the Council.

65. Council Meeting

The next meeting of the Parish Council was fixed for the 23rd May.
