GREAT LONGSTONE PARISH COUNCIL

MINUTES OF THE PARISH COUNCIL MEETING ON 16th DECEMBER, 2009 

Present:  Cllr S. Barton [Chairman], Cllr  S Mason, Cllr. Mrs. S Barton, Cllr P. Thompson, Cllr  S. Headington,  Cllr H. Wright , Cllr G Frankland,  Cllr  Mrs. W Long, J. Derricott [Clerk] and the UTE Editor plus 3 other members of the public.

Public Questions and Comments

The Council heard comments about the standard of work undertaken to footpaths by the County Council Highways Department. Photographs were produced to the Council of a pathway leading from the School and comment was made about a ‘torrent’ of water streaming down the path way as a result of poor drainage to the school yard. It was agreed that initially the matter would be raised informally with the Head Teacher by Wendy Long.  Further comment was made about the necessity of regular maintenance works to all footpaths within the village. This matter was noted and will be considered at the next meeting of the Council in January. Also comment was made about the publication of minutes . The process of publication was outlined and the comments noted.  

Two local residents attended and raised the issue of the need for leaves to be removed from the drains to Moor Road. The recent rain had resulted in a flow of water in this area with limited escape to the drain net work. The Council pointed out that this was an issue for the County Council and the help line phone number for Derbyshire County Council was supplied to the residents. In addition the matter would be reported by the Council to the Derbyshire County Council.

The maintenance of the wall located ‘behind the Cricket Club’ was raised. It had failed in the middle. The matter was noted by the Council for referral to the Village Volunteer Force.    

201/09  Apologies for Absence

None received.

202/09  Minutes of the Meeting held on 18th November, 2009

The minutes were approved.

203/09  Declarations of Interest

Cllr H. Wright declared an interest in item 10 ROADS AND FOOTPATHS [b].

Cllr P Thompson declared a prejudicial interest in item 8 [a] PLANNING MATTERS and Cllr W Long declared a personal interest in the same matter.

204/09  Village Day

The provisional date for the Village Day was set for 17th April, 2010.

Cllr Mrs S Barton was to co ordinate a meeting of interested groups for January 2010. The meeting was to be publicised in Under the Edge and it was noted that the cut off date for editorial matters was 29th December, 2009.

Members discussed the importance of encouraging local people and groups to take part in the day. Cllr Mrs Barton would report back to the next meeting.

In view of the comments relating highways issues at the meeting the Clerk was asked to write to Derbyshire County Council inviting a representative of the Council to the Village Day.

205/09 2010 Village Week Arrangements

Members heard from Cllr Thompson who is taking a lead on this matter.

It was agreed that the Village Week would coincide with the week of the Well Dressing provisionally 19th to 26th July.

It was agreed that Cllr Thompson would also discuss arrangements at a public meeting and report back to the Council.

Cllr Thompson indicated that he had had some initial thoughts:

[1]   In an effort to involve the village more he was considering splitting the village into ‘upper’ and ‘lower’ and seeking teams to compete in a variety of events. This idea was welcomed by the Council;

[2]   He tabled the idea of a market in the village. There had been a history of such markets;

[3]  He also raised the idea of a road closure during part of the week to give over this area to events;

[4]  It was proposed that Robinsons Brewery should be approached and asked if they would provide their ‘Wagon and Horses’ on one of the days; and

[5]  Cllr Headington indicated that he would arrange for alterations to be made to the Council Web page to publicise the events.

Members welcomed the comments of Cllr Thompson and noted that Cllr Thompson would report on this issue at the next meeting in January.

206/09  Village Developments

20mph speed limit [Croft Road to Station Road]. The Clerk indicated that he had written to the Chief Executive of Derbyshire County Council and was asked to forward a copy of the letter to all members.

The Clerk was further asked to write to the County Council to raise the following issues:

[a]  to ask the Highways Department to introduce a ‘slow sign’ painted on the road before Myers Corner at the Bakewell end of the Village; and

[b] in view of comments from local residents that work men had been seen measuring for surfacing work in the village to ask what work was proposed and if the Parish Council could be of some help.

The Council took a short refreshment break and resumed business at 8.50pm.

207/09 Police Matters

Two matters were commented upon in particular a break in along the Riverside frontage in Bakewell.

208/09 School Matters

None reported.

209/09 Planning Matters

Members considers an application NP/DDD/1109/1034 Change of Use of part of unit 4 to offices – Unit 4 behind Sherwood House, Barn Furlong.

Members noted the application and agreed to raise no objection but the Clerk was instructed to write to the Planning Department to raise issues about vehicle access and vehicle washing that were considered when a similar application was submitted to the Council.     

210/09 Financial Matters

(a)  Members noted the balance of the current account was £1000 and the deposit account was £11454.46

(b)   The following payments were approved:

[1] W.J. Derricott [Salary]                                      £ 358.29 plus arrears of £ 35.28

[2] Invoice  B Cardona Work to Bell Style                     £ 95.00

211/09  Maintenance

RECREATION GROUND

(a)    Play Equipment Inspection Report

Cllr. Mason reported that a check had been made and all was satisfactory.

ROADS AND FOOTPATHS

(a)   Scheme for the Resurfacing of Footpaths

The Clerk reported that the letter had been sent to the Chief Executive along with a follow up email to the Chief Executive; Director of Highways and local County Councillors.

212/09  Meeting Arrangements for the year 2010

The following dates were approved:

Jan 20th; Feb 17th; March 17th; April 21st; May 19th; June 16th; July 21st; August 18th; Sept 15th; Oct 20th; Nov 17th; and Dec 15th.

The meetings were scheduled to commence at 7.30pm in the Village Hall.

213/09 Great Longstone School Travel Plan

Cllr Long commented to the meeting.

The School had been given the opportunity of accessing granted of £3750 to erect Cycle Shelters and a further £720 to make alterations. Grants had to be applied for prior to 22nd March.

The School had consulted with parents about the use of buses. No one actually used the bus. There were problems with the bus time table and there was no return bus available when children had been dropped off at school.

Members discussed the issue of a designated crossing point on the road and the location of a Flashing ‘School Sign’ warning of the school location and access to the school by children and parents.

It was agreed that these matters would be discussed at the next meeting of the Council.

214/09 Bell Style Maintenance

It was noted that work had been undertaken by Mr Cardona and following the comments in the Public part of the meeting Members agreed to consider the issue of future maintenance next month.

215/09 Correspondence

The matters on the Agenda were noted by Members.

216/09 Late Correspondence

One matter was noted. A request to site a small camera on the war memorial from a Mr Parker.

Members were concerned both from a health and safety perspective and because of the nature of the memorial itself that this request was not appropriate.

Having considered the issue members agreed the proposal.

217/09 Tenders

This item was considered in private session. The Clerk reported. Members instructed the clerk to liaise with Mr Cardona to ascertain the exact work undertaken in the last year and similarly to liaise with the Cricket Club.  It was noted that the Council was concerned about quality as well as price. The advertisement must make this clear and it must be re stated in the Tender specification. If required references would be taken up by the Council before any contract was issued by the Council.
