MINUTES OF THE PARISH COUNCIL MEETING ON 18th NOVEMBER, 2009

Public Questions and Comments
The Council heard comment s about the standard of work undertaken to footpaths by the County Council Highways Department. The matter was noted by the Council and the Clerk indicated that he would include comment in a letter to be sent to the Chief Executive of Derbyshire County Council.
186/09 Apologies for Absence
None received.
187/09 Minutes of the Meeting held on 21st October, 2009
The minutes were approved.
188/09 Declarations of Interest
Cllr H. Wright declared an interest in item 11 ROADS AND FOOTPATHS [a].
189/09 Draft Precept
The Chair introduced the item making reference to the discussions at the meeting in October.
There followed a review of the reserves accounting policy and some specific lines of expenditure of the precept for 2010/11 which resulted in a proposed increase which accorded with national projections at 1.1 %.
The draft precept was agreed and the Clerk was instructed to make the necessary submissions following receipt of the finalised Draft Precept Account from the Chair of the Council by the Clerk.
190/09 2010 Village Day/Week Arrangements
Members discussed the previous arrangements for the Village Day/Week and agreed that there was a need to establish working parties to include the wider community.
The Village Day was seen as a clear opportunity to feed back to the Village the work of the Council.
The Village Week was to encompass some of the successes of 2009, but the Council indicated that there was a need to involve the community in the planning, operation and participation in the week.
Both in respect of the Village Day and the Village Week focal activities were discussed and the Council agreed to prioritised the agenda for future Council meetings to give these matters proper time.
191/09 Village Developments
[a] 20mph speed limit [Croft Road to Station Road]. The Clerk indicated that he had heard nothing from the Council and was therefore going to write to the Chief Executive of Derbyshire County Council to ask that he intervene to progress the matter.
The Council took a short refreshment break and resumed business at 8.50pm.
192/09 Police Matters
No matters were raised.
193/09 Financial Matters
(a) Members noted the balance of the current account was £1000 and the deposit account was £12160.42
(b) The following payments were approved:
[1] W.J. Derricott [Salary] £ 353.88
[2] Invoice GLPCC works to closed church yard £ 80.00
[3] Invoice Great Longstone Cricket Club £ 975.00
(c) Members considered in private session this matter and agreed a 1.25% increase to the Clerks salary back dated to 1st April in line with the nationally negotiated pay award.
(d) To note the receipt of £10 from Derbyshire County Council – Rent for the use of playing field.
194/09 Maintenance
RECREATION GROUND
(a) Play Equipment Inspection Report
Cllr. Thompson and Cllr Mason reported that a check had been made and work had been undertaken to Ethel’s house.
ROADS AND FOOTPATHS
(a) Scheme for the Resurfacing of Footpaths
The Clerk was asked to write to the Chief Executive of Derbyshire County Council to express the dismay of the Council that work had gone ahead to the various footpaths before the Council had itemised where repairs were particularly needed and that the standard of repair was considered quite poor by a number of local residents.
(b) Bell Style
Members discussed this matter and in particular considered whether it was appropriate to ask the Village Volunteer Force to assist. Members decided that in this instance to request Bruno Cardona to undertake the work.
The Clerk was asked to request Bruno Cardona to estimate the work needed to undertake clearing and general maintenance and provided that this estimate did not exceed the amount that could be reclaimed from Derbyshire County Council authority was given to the Clerk to proceed.
195/09 Memorial Request – Sally Payne
The matter was discussed by members and it was thought that a fitting memorial would be a new bench with supports in the village on Croft Road that could be enjoyed by local residents and visitors to the village.
196/09 Christmas Tree Sponsor
Cllr W Long reported that J Long was willing to sponsor this year’s tree. The Council gratefully accepted this offer.
197/09 Possible Channel 4 Documentary on the Village
The Chair reported that he had received a called from a Media Company who were considering making a programme that could include the village. The matter was noted by members.
198/09 Correspondence
The various items of correspondence were noted.
199/09 Late Correspondence
There was one item, a magazine circular, that was left with members for consideration.
