Great Longstone Parish Council

Minutes of Meeting held on Thursday, June 27th, 1895

Venue: The School Room, Great Longstone

Present:
Arthur Bates (Chairman), C. H. Buzzard, H. A. Stanton, James Orr, Sam Johnson, and T. Shimwell (Clerk).

The minutes of the meeting held on the 23rd May were read and confirmed.

74. Parochial Charities (36, 56, 65)

The Committee appointed by minute 36 are in communication with the Charity Commissioners, and have received a formal notification of the receipt of the letter of the Committee.

75. Sanitary Matters (42, 49, 60, 68)

On the motion of the Chairman, seconded by Mr. Buzzard, it was resolved that the Clerk write to the Clerk of the District Council asking for a copy of the report as to the condition of Great Longstone made by Dr. Fenton, and for information as to any action which the District Council may have ordered to be taken thereon.

76. Houseton Lane Head Trust Money (71)

Mr. Orr reported that the Committee appointed to wait upon Mr. John Thornhill in this matter had not yet done so. Some information had, however, been obtained by them relative to the funds lodged with and since withdrawn from the Savings Bank. The account has stood in the names of the Churchwardens and Overseers of the Poor of Great Longstone. The figures purporting to be an extract from or a copy of the account appeared to be incomplete, and Mr. Orr undertook to procure further information on the subject and to report to the next meeting of the Council.

77. Standing Orders (73)

On the motion of Mr. Stanton, seconded by Mr. Orr, it was resolved unanimously that paragraph 7 of the Standing Orders be altered by the substitution of the word “7th” for “6th” before the word “day”. The par. will now read:

Summons of Meeting.
The summons for ordinary meetings of the Council must not be issued earlier than the 7th day (inclusive) previous to the meeting.

78. Deposits of Rubbish in Public Roads

Attention was drawn to the circumstances that a nuisance is created by the depositing of rubbish in various public roads and footpaths in the township. Cleansing was voted (par. 5c of Standing Orders) and on the motion of Mr. Orr, seconded by Mr. Stanton and carried unanimously, the Clerk was instructed to write to Mr. Toft, the Road Surveyor, asking him to have the rubbish removed.

79. Copies of Acts of Parliament

The Clerk was authorised to procure for the use of the Council copies of the Public Health Acts and Lighting and Watching Acts.

80. Safety of Parish Documents

The Chairman gave notice that he would at the next meeting move that a suitable safe or other receptacle be provided for the safe keeping of Parish Documents and Maps.

The next meeting of the Council was fixed for Thursday, the 25th July.

Memorandum
On the 10th July 1895, the Clerk to the District Council, at his request of the Parish Council, forwarded an Extract from Dr. Fenton’s Report of the 11th June 1895, marked “for the use of the Parish Council only” (copy hereof on pages 32–37).

The report was found to deal with the subjects of water supply and drainage, as well as with that of closet accommodation (the only subject referred to in the Parish Council minutes to the District Council — copied pages 22 & 23).

Dr. Fenton’s report evidently, involving if carried out in its entirety the outlay of a large sum of money, the Clerk, instructed by the Chairman, applied to the District Council for the appointment of a Joint Committee of the two Councils for consideration of the questions arising out of the report. This was done by letter dated 11th July (copy on page 37).

The District Council consented and wrote on 17th July that they had appointed five of their number to meet the Parish Council on Wednesday, July 24th at 2 o’clock at Longstone.

Thereon the Clerk summoned the members of the Parish Council to an (informal) meeting on Saturday night, 20th July, at 8 o’clock. Four members attended. Mr. Bates and Mr. Orr were absent from Longstone.

Mr. Stanton had written down his views on the subject, and these were discussed by the four members and with some modifications adopted. The Clerk was instructed to have the document ready, signed for use when the Joint Committee met.

The Councillors appointed by the District Council duly met the members of the Parish Council on July 24th. Mr. Stanton only was absent.
