Council Meeting – 20th October 2010
MINUTES OF THE PARISH COUNCIL MEETING
HELD ON 20TH OCTOBER 2010 AT 7.30 PM
Present: Cllr S. Barton (Chairman), Cllr P. Thompson, Cllr G. Frankland, Cllr H. Wright, Cllr W. Long, Cllr S.Headington, Cllr S. Barton, S. Stokes (temporary Clerk) and UTE.
Police report
PC Lowe asked for any questions and stated that crime rates are good. There will be cuts within the police budget but no news until early December.
Public comments
John Poulter thanked the Councillors for their apology. John asked about ‘Power of wellbeing’. The Chair explained that there will be more detail in the November meeting.
Councillor Wright joined the meeting.
The Chair asked for any objections to two of the Councillors using laptops, there had been a vast amount of emails since the last meeting. Also that the meeting would be running along the lines of the new standing orders.
The Chair formally opened the meeting at 7.37 pm.
150/10 Apologies for Absence
Cllr Mason had sent his apologies.
151/10 Minutes of the Meeting held on 15th September 2010
Cllr S Barton proposed the minutes as a true record, this was seconded by Cllr Long with all in favour.
152/10 Declaration of interests
Cllr Frankland declared a personal interest in items 9 and 12.1. Cllr Wright declared a personal interest in items 9 and 14.2. Cllrs S Barton and Mrs S Barton declared a personal interest in item 12.4.
153/10 Parish Clerk
The Chair reported that the new Clerk, Barry Holland will start on 1 November.
154/10 Childrens Playground Equipment and All-Weather Sports Facility
Cllr Long is looking to put plans in by the November meeting and then source funding. Cllrs Long and Wright to look at the topographical survey.
The Councillors discussed the Derbyshire Aggregates Levy. Glebe Mines state that some of the workings on Longstone Edge had been subject to Aggregates Levy. It might be, therefore, that G L Parish could be eligible for funds in 2011 should there be a scheme.
Proposed to instruct the Clerk to monitor for news of the above scheme and to notify the Council as soon as any details are published.
155/10 20 mph Speed limit
The Councilors discussed the issue which originally came out of ‘The Village Day’. The Chair read out Cllr Masons email where he had sourced information from the Dept. Of Transports website. Cllr Mason to draft a letter to bring to the next PC meeting.
156/10 Affordable Housing
The Chair reported that there will be a display of the proposed affordable housing/site on 10th November 2010 6 – 8 pm in the Village Hall. The ongoing issue of Glebe Court came up in this discussion.
157/10 November 5th Firework Display
The Firework Liability Insurance document was noted.
158/10 Off- Roaders
Cllr Wright gave a report of the 29th September meeting, which was very well attended, this was chaired by John Poulter.The ‘road users’ came in part way through this meeting, after the questions. Cutting back of vegetation/maintenance on Cherpit Lane had been discussed. The Chair thanked John Poulter for arranging the meeting.
159/10 Monsal Trail Access
The Chair read out a letter from Joyce Poulter which enclosed an email from Peak Park regarding access.
Resolved to instruct the Clerk to write to Sean Prendergast and to copy in the Chief Exec asking for information about their current plans to improve access to the Monsal Trail.
160/10 Black Harry Trail
Cllr Headington stressed his efforts to gain a project plan from Peak Park, to no avail. He had obtained maps of the Black Harry Trails Project, with information stating the benefits to pushchair users, families etc.
Resolved to instruct the Clerk to ask for all information on the project to be passed to the Parish Council, to keep the Parish informed.
161/10 Planning Matters
161.1 Planning Application NP/DDD/0910/0956 Extension to Norton House, Glebe Avenue.
161.2 Planning Application NP/DDD/0910/0957 Extension to 1 Edge View Drive.
161.3 Planning Application NP/DDD/1010/0998 Installation of solar photovoltaic panels to Stansil House, Barn Furlong.
161.3 Planning Application NP/DDD/0910/0953 Single storey rear conservatory and single storey side extension to Beech House, Spring Bank.
The Councillors raised no objections to any of the above applications.
162/10 Glebe Court Enforcement Notices
Cllrs Thompson and Wright reported on further documentation.
Resolved to ask the Clerk to register the PC as an interested party to the Planning Appeal on Glebe Court.
The Chair closed the meeting at 8.45pm for a refreshment break.
The Chair re opened the meeting at 9pm.
163/10 Financial Matters
- No balance of the current or deposit account available.
- The following payments were approved:
- Bruno Cardona £2349.00 (cheque no.001132)
- Great Longstone Cricket Club £1225.00 (cheque no.001133)
- James Brennan Associates £235.00 (cheque no. 001134)
The payments were proposed by Cllr Long and seconded by Cllr Wright.
- Allotment rentals. Resolved to ask the Clerk to invoice for the allotment rentals @ £10 per plot.
- Remembrance Day Wreath. Resolved to ask the Clerk to order a wreath (around £25)for remembrance Day.
164/10 Maintenance
- Play equipment inspection report. Cllr Frankland stressed his confusion over the painting of playground equipment. The Council resolved to act as discussed in the previous meeting due to the length of time until the new play equipment is in position.
- Overhanging trees in Feemouth Yard. The Chair reported that Cllr Mason is gaining 3 quotes for this work following discussions with David Frost.
- Request from Mr Amos for pruning the tree on the Recreation Ground. Waiting for a report on the costs/grants available.
- Grit Bins. Resolved to authorise the expenditure of £105 to refill the grit bins at Grisedale Rd and Barn Furlong, to be used when and if the grit bins become empty. Cllr Long to arrange.
- Closed Burial Ground Trees. The request to trim the bases of four elm trees at the west end of the church yard was noted. Resolved to ask the Clerk to contact Derbyshire Dales for a copy of the agreement formed following a 1993 document. In addition, to write to the PCC stating that this was not the Parish Councils responsibility.
165/10 School Matters
Cllr Long reported that she had passed the FOLS committee a grant form where they would be able to obtain a grant for the new play area.
166/10 Police Matters and Neighbourhood Watch
Cllr Wright highlighted a meeting of ‘ Safer Neighbourhoods’ on 10th January 2011 (Great Longstone Methodist Chapel), all welcome. Also stressed when looking at having a new alarm, to gain 3 quotes.

- Dalc circular. Clerk highlighted training dates. Noted.

- DDDC notification of work on Grisedale Rd West. To note, the footpath looks good.
168/10 Late items of correspondence
- DDDC Area Community Forums. Noted a meeting at 7pm on Tuesday 16th November 2010 at the Agricultural Business Centre, Bakewell.
- DDDC Refresher Training on code of conduct. Training available on 9th December 2010,7th February 2011 and 14th February 2011 at Town Hall, Matlock.
- Dalc circular. Clerk highlighted the future use of cheque books for the Council.
- Derbyshire Dales CVS AGM. Noted.
- Email from Cllr Frankland regarding the perimeters/fencing/accessibility to, on the rec. Noted, but no action at present.

170/10 Financial Regulations
11.1 (b) To amend last sentence to ‘three suppliers’ not three firms. And to erase the approved list.

Resolved to adopt these financial regulations subject to the above amendments.
171/10 Council Diary
Resolved to adopt the diary, with 6 in favour and 1 abstention. The diary is not set in stone, it is there as a working document.
172/10 Christmas Tree
Resolved to accept the offer of payment for the tree from Mr and Mrs Barton. Cllr Long to arrange the ordering of the tree from Haddon Estates.
173/10 Power of Well Being
Resolved to review the the council’s position twice a year, 6 in favour and 1 abstention.
174/10 Qualification of Clerk
Resolved to encourage the Clerk to be trained as necessary for the Power of Well being.
175/10 Date of the next meeting
Wednesday 17th November 2010. The meeting will start at 7.30pm
