Great Longstone & Holme Parish Council

(Second) Parish Council Meeting held in the School Room, Great Longstone
on Thursday 17th January 1895

Present: Arthur Bates (Chairman), C. H. Buzzard, James Orr, H. A. Stanton, Samuel Johnson, Charles Johnson, and Thomas Shimwell (Clerk). The minutes of the meeting held on 2nd January were read and confirmed.

Treasurer
Mr Samuel Johnson having reported (in accordance with minute 5 of last meeting) that Mr Adams would be willing, if appointed Treasurer, to furnish the required Guarantee without expense to the Parish, moved “That Mr A. J. Adams be appointed Treasurer.” The motion was seconded by Mr Charles Johnson.

Mr Orr moved an amendment “That Mr Charles A. Glossop, Manager of the Sheffield and Rotherham Bank, Bakewell, be appointed Treasurer.” This was seconded by Mr Buzzard and supported by Mr Bates. Mr Stanton did not vote. The amendment was therefore carried by 3 to 2.

Standing Orders
The consideration of the “Standing Orders” prepared by Mr Stanton and Mr Buzzard (in accordance with minute 9) was next proceeded with.

The document was first read through as a whole and afterwards considered paragraph by paragraph.

It is as follows:

Parish Council of Great Longstone and Holme
Standing Orders of the Council

Adopted on the 17th day of January 1895.

Resolved
That the following Standing Orders (being additional to the Rules contained in Schedule I of the Local Government Act 1894) be and are hereby adopted for the regulation of the proceedings and business of the Parish Meeting and Parish Council during the period between the date of adoption and April 15th 1896, namely:-

Part 1 – Meetings
The regular meetings of the Council shall be held on the fourth Thursday in each month for the transaction of the general business of the Council.

(a) The meetings shall be held in the School-room and the hour of meeting shall be 7 o’clock in the evening. The meetings shall close not later than 10 p.m., unless the Council by a special vote decide to continue the meeting longer.

(b) Additional or adjourned meetings of the Council, if deemed necessary for the despatch of business and to dispose of arrears of business (if any), shall except when otherwise fixed by special summons or resolution, be held on the 2nd Thursday of the month, at the same place and hour of the evening.

(c) All the days and hours named in par. 1 (a) & (b) shall be subject to any deviation which special circumstances may render desirable.

Part 2 – The Chair
The Chair must be taken punctually at the time appointed for the meeting, and a quorum being present, business must be immediately proceeded with.

(a) If the Chairman be not present at the appointed time, the Vice Chairman must act as Chairman till his arrival. If both Chairman and Vice Chairman are absent, the Council may elect one of their own number to hold the Chair, provided always that on the appearance of the Chairman (or Vice Chairman) the member so elected must vacate the chair in his favour.

Part 3 – Minutes
The minutes of one meeting must be read at the next ensuing meeting and when approved shall be…

signed by the Chairman of the latter meeting.

(a) Any matters in connection with the said minutes must be dealt with before any other business is proceeded with.

Part 4 – Public
The meetings of the Council other than Committees or Special meetings shall be open to the public, but they must remain seated, in no way express their opinions or make noises of any kind.

Part 5 – Notices of Motion
All notices of motion shall be given to the Clerk in writing and shall distinctly state the nature or substance of the resolution intended to be submitted to the Council.

(a) All such notices shall be dated and numbered as received and entered in a book to be kept for that purpose by the Clerk, which book shall be open to the inspection of every member of the Council.

(b) No notice shall be deemed invalid by reason of the policy involved being considered objectionable, though the Chairman of the Council may exclude such notices from the paper as may be out of order, or he may make such verbal corrections as will bring any notice into due form.

(c) A motion of which due notice has not been given can only be proceeded with on a special vote of the Council declaring it a matter of urgency.

Part 6 – Agenda Paper
The Clerk shall insert in the summons for any meeting the items of business in the following order:

(a) Matters specially ordered by the Chairman of the Council.
(b) Reports, recommendations of Committees.
(c) All notices of motion received up to 12 o’clock (noon) of the 6th day (inclusive) preceding the day of the meeting. These notices of motion are to be entered upon the agenda paper in the order in which they are received.

Part 7 – Summons of Meeting
The summonses for ordinary meetings of the Council must not be issued earlier than the 6th day (inclusive) previous to the meeting.

Part 8 – Motions and Amendments
At every meeting of the Council the Chairman may direct that all motions and amendments shall be reduced to writing, signed by the mover, and handed to the Chairman immediately before being recorded.

Part 9
Whenever an amendment upon any original motion or second amendment shall be moved, until the first amendment be disposed of.

Part 10
If an amendment is negatived, then another may be moved to the original question under consideration.

Part 11
No member of the Council may move more than one amendment on any motion.

Part 12
If an amendment be carried it displaces the original question and becomes itself the question upon which any further amendment may be moved.

Part 13 – Rules of Debate
Members in speaking must rise and address the Chairman.

Part 14
If two or more members rise together to speak, the Chairman shall call upon one of them and the other or others of them must give way.

Part 15
No member is to rise or make a speech while the Chairman is standing.

Part 16
Each speaker must direct his speech to
(a) the motion under discussion, or
(b) to a motion or amendment to be proposed by himself, or
(c) to a question of order.

Part 17
The mover of every original motion, but not of an amendment, shall have the right of reply, immediately after which reply the question shall be put from the chair.

(a) No other member shall be allowed to speak more than once on the same question unless permission is given to explain some matter, or the attention of the Chairman be called to a point of order.

Part 17 (b)
Any member may second a motion or amendment, reserving his speech for a later period in the debate.

Part 18 – Adjournment
When any member is in possession of the chair he may move the adjournment of the Council or of the debate, but in doing so he must confine his observations strictly to that question and must not discuss any other subject.

(a) On resuming an adjourned debate the member who moved the adjournment is entitled to speak first.

Part 19 – Committees
The Chairman of the Council shall be ex officio a member of every Committee appointed.

Part 20
Each Committee must appoint its own Chairman and Clerk and decide as to the requisite number for a quorum.

Part 21
No Committee may incur expenditure without the consent of the Council.

Part 22
The Clerk of the Council shall enter in a minute book a record of the proceedings of the Committee, the names of the members present, and he shall also draw up the Committee’s report for presentation to the Council.

Part 23
On the day previous to the Council meeting, the report of a Committee to be discussed thereat shall be placed in the hands of the Clerk to the Council and be open to the inspection of every member of the Council.

Part 24
Committee meetings may be held at any time or place convenient to members of the Committee.

Part 25
Committees shall not be open to the public.

Part 26 – Attendance of Members
The Clerk of the Council shall before the 25ᵗʰ March in each year (after 1895) lay before the Council a statement showing the number of meetings of the Council and Committees held up to that date, the attendance of members of the same respectively.

Part 27 – Suspension of Standing Orders
It shall be competent for the Council to allow, on the motion of one of its members, the temporary suspension of one or any of the above Standing Orders, if it be thought advisable in the interest of business to do so.

When put to the vote Mr. Charles Johnson objected to Paragraphs 1, 5, 11, 13 to 18 and Mr. Samuel Johnson to Par. 1, 5 and 13 to 19.
All these were however supported by the remaining four Councillors and consequently carried.

Paragraphs 2, 3, 4, 6, 7, 8, 9, 10, 12 and 19 to 27 were passed unanimously, as also was the Resolution adopting them in block.

17.  Lighting the Village

It was agreed to defer action on the motion of which notice has been given in order that it may first be ascertained whether the Council has power to incur expenditure of this kind without having first adopted the Lighting & Watching Act.

18.  Parish Notice Board

It was moved by Mr. Buzzard and seconded by Mr. Orr “That the Clerk obtain an estimate for the supply and fixing in such place as may be selected of a Notice Board for exhibiting the notices of the Parish Council; further that the Chairman & Clerk be deputed to arrange about the size and other details; and that permission be asked of the School Managers to erect the Notice Board just within the wall forming the north-east boundary of the School property.”

This motion was passed by four votes to two, viz.:
For — Mr. Buzzard, Mr. Stanton, and Mr. Bates
Against — Mr. Sam Johnson and Mr. Chas. Johnson

The Clerk reported that he had written to the School Managers re use of Schoolroom as directed by Minute 10.
And to Mr. John Thornhill and to Mr. Carrington re Overseers Books & Papers as directed by Minute 11.

Dole Meal

Tenders were handed in by Mr. Lowe and Mr. Carrington for the supply of the Dole Meal.
Mr. Lowe tendered for meal at 1/– per peck & flour @ 1/1 per stone.
Mr. Carrington at 11½d per peck & 1/2 per stone.

21.  On the motion of Mr. Charles Johnson, seconded by Mr. Samuel Johnson, it was unanimously resolved that the lowest tender, viz., that of Mr. Lowe, be accepted.

22. Recipients of Dole Meal

The following list of recipients and quantities was unanimously agreed to:

Next Meeting

Resolved unanimously that the Council meet again on Thursday 31ˢᵗ January at 7 p.m. in the Schoolroom.
