Minutes of the meeting held on the 17th April 2002 at 7.30 p.m.

Present: Councillors: Finney, Bowering, Cox, Hirst, Askew, Gregory.
158.00 Apologies for absence
Apologies were received from District Councillor Crowther and Councillor Fawcett.
159.00 Minutes of the last meeting held on 20th March 2002
The minutes were moved as a correct record by Councillor Cox, 2nded by Councillor Cox.
160.00 Matters arising from the minutes
A letter had been received from B Edwards regarding misinformation during the 20th March 2002 meeting on planning application, ‘The Bungalow’, Mires Lane. The Councillors asked the Clerk to write to B Edwards, to enquire what the misinformation was.
161.00 Police issues
PC Lowe, the local Beat Manager came to introduce himself to the Councillors and to discuss a number of areas of interest/concern. His aim is to reduce crime and reduce the fear of crime and to bring closer links with the Great Longstone as a community. The Community covers all parishioners and the groups within it i.e. school, playgroup, beavers etc.
Neighbourhood watch – PC Lowe has concerns over how active G L Neighbourhood watch is. There should be a number of roles for an effective scheme. PC Lowe is looking to help and to improve on the villages current system.
Village police Surgeries – PC Lowe’s most recent police surgery was very quiet. Only one person came in two hours. The Councillors recommended that PC Lowe reduced his time to one hour each month. The next surgery is planned for 4th May 2002 at 11am.
Jubilee Celebrations – PC Lowe decided that the village would not require Police assistance at the village celebrations, as the plans do not involve using the road.

APPLICATION CODE NO. NPDDDO402 166, Refurbishment with alterations to provide staff accommodation. Gardeners Lodge, Thornbridge Hall, Ashford, Great Longstone.
APPLICATION CODE NO. NPDDD0402 167, Listed building consent – refurbishment with alterations to form staff accommodation. Gardeners Lodge, Thornbridge Hall, Ashford, Great Longstone.
The Parish Council approve the above applications.
APPLICATION CODE NO. NPDDD0202 084, Demolition of existing wooden dwelling and erection of stone dwelling. The Bungalow, Mires Lane, Great Longstone
The Parish Council (6 Parish Councillors) refused this revised application in early April for the following reasons; would still prefer to see a bungalow, or smaller dwelling; the new building is not on the footings of the original dwelling; the overall height of the building is too much for the site; the house is overpowering for the size and position of the plot.

163.00 Financial matters
To note bank balances:
The balance on the current account was noted as £1000.
The balance on the deposit account £6291.43.

The Councillors resolved to approve the payments.
164.00 Adoption of Code of conduct
- The Code of conduct was adopted by a majority vote.
- Each Councillor present signed a Declaration of acceptance.
- The financial and other interest’s form was collected from those present.
- The Clerk made the Councillors aware that from the following meeting a register of members interests book was to be present at each meeting. This must be completed and dated when a Councillor has an interest relevent to that meeting.
165.00 Allotment/Landscaping
Landscaping
- Wren – The Clerk reported that the new application for a grant from Wren would be sent off in the next few days. The content of this is much weightier with supporting letters from school and playgroup and more detailed maps etc. P Park has had a large input into the content of this.
- Tree felling – Councillor Bowering reported that the tree would be felled shortly by Derwent Treescapes, this being the cheapest quote.
- Planning – The Clerk reported that planning is required for the new green, at a reduced cost to the Parish Council of £110.
- Donations and grants – The Councillors resolved to ask Markovitz for their donation, and that Focsa and Glebe Mines Ltd should be contacted following a decision from Wren. Councillor Askew reported that the Village Hall Management Committee are considering contributing a sum of money towards the new green..
Allotments
- Possible lead content – The Clerk had asked the allotment tenants if they would like to contribute towards testing. Not all had replied yet, so no decision could be made.
- Drain quote – A Quote had been received from T W Cox . Councillor Bowering stated that, as this involved going across a well maintained/used plot, the situation should be revised in September and a decision made at that point, after the growing season.
166.00 Maintenance
Recreation Area
- Dog signs – The Clerk reported that the County Council had been contacted to ask for advice regarding the dog signs. The Councillors discussed the alternatives suggested. The Councillors asked the Clerk to contact the C Council regarding the specific wording of an additional sign.
- Netball post/matting – The matting is yet to be removed by Cox and Sons, this will be actioned by the next meeting.
Roads and Paths
- Blocked drains – The drains specified have now been jet cleared. The work required on the drain on Edge View drive has been acknowledged by the C Council.
- Grit bins – The D Council have still not filled the bins. The Clerk will chase this once again, on the request of a parishioner.
- Road gritting – District Councillor Crowther had requested that the Clerk contact Bakewell and Eyam Community transport to ask if they would write to the C Council regarding their support in having the roads gritted.
- Trees from Croft Hotel garden fallen/left on adjacent path – The Councillors asked Councillor Cox to speak to the owners regarding the issue.
- Thornhill House road adoption – a letter was read out from R Thornhill stating that the road is now ready to be adopted and he is looking to the District Council for a quote to carry out the work.
- Streetlight on Station Road – There was much discussion over the precise location of the new street light. The Councillors resolved to position the light on the field side of the road, as this would be less imposing on the bungalows.
167.00 Backdale Quarry/Longstone Edge
No points raised or discussed.
168.00 Kim Bramley fund – stone picnic table
The Clerk reported that she had contacted the D Council regarding the suitability of a table, but still awaits a reply.
169.00 Glebe Court.
The Clerk reported that she had contacted P Park regarding the sale of properties in Glebe Court, there was no reply.
170.00 Golden Jubilee Sports Day – date and details – Councillor Finney stated that the Golden Jubilee Sports day will be held on Sunday 3rd June 2002.
171.00 Under The Edge – Councillor Gregory felt that the PC insert done by the UTE team was a little too lengthy. The Editors were invited to make comments. S Hughes stated that the matter should be addressed at the next Under The Edge meeting on 9th May and not within this meeting. Although it was pointed out by S Hughes that there was a lot to be discussed in meetings and consequently a lot to report back on.
172.00 Xmas tree lights – The Councillors resolved to stick with the existing lights for Xmas 2002 and review the situation for next year.
173.00 The Willows – The Clerk reported that the signage ‘Great Longstone Woods’ is in the process of being changed to ‘The Willows’, as requested by a number of parishioners.
174.00 New Clerk – The Clerk reported that there had been five enquires regarding the post. Councillor’s Askew, Cox, Gregory and the Clerk will interview the interested candidates on the evening of Wednesday 8th May.
