Minutes of the meeting held on the 15th May 2002 at 7.30 p.m.

In the Village Hall

Present: Councillors: Finney, Bowering, Askew, Hirst, Cox, Casey, Fawcett and Gregory.

District Councillor Crowther.

177.00 Apologies for absence

No apologies for absence.

178.00 Minutes of the last meeting held on the 17th April 2002

The minutes were moved as a correct record by Councillor Casey and seconded by Councillor Hirst.

179.00 Matters arising from the minutes

Councillor Askew stated that Pc Lowe had not turned up to the scheduled police surgeries, and came when the hall had not been booked.  The forthcoming surgeries will be published in Under the Edge.

D Councillor Crowther stated that point 166.00 regarding Thornhill House was not correct.  R Thornhill is getting two quotes to carry out the work, one being from Derbyshire County Council. The road cannot be adopted until the work is complete.

180.00 To elect a Chairman for the year 2002/2003

Councillor Cox was nominated by Councillor Hirst and seconded by Councillor Gregory.  The Council made a unanimous decision and resolved to accept Councillor Cox as Chairman.

181.00 To elect a Vice Chairman for the year 2002/2003

Councillor Bowering was nominated by Councillor Cox and seconded by Councillor Hirst.  The Council made a unanimous decision and resolved to accept Councillor Bowering as Vice Chairman.

182.00 Planning matters

To consider:

NPDDDO402 210,Erection of new school hall. Great Longstone Primary School, The Cross, Great Longstone.

It was discussed that a new hall could provide access for village use, as a separate door will be available.

NPDDD)402 192, Revised conservatory design.  The Gables, Main Street, Great Longstone.

The parish council support and approve the above applications.

Approvals by Peak Park:

NP/DDD/0202/084. Demolition of existing wooden dwelling and erection of stone dwelling.  The Bungalow, Mires Lane, Great Longstone.

Letter from B Edwards requesting copies of minutes etc in relation to the above planning application.

NP/DDD/0302/108. Extension to dwelling and conversion of loft to additional living accommodation.  Netherdale, 2 Moor Lane, Great Longstone.

183.00 Financial matters

To note bank balances:

The balance on the current account was noted as £1000.

The balance on the deposit account £14418.49

To approve payments:

  1. E Street – village hall cleaning £80.00
  2. Cornhill insurance – Great Longstone Parish Council £352.69
  3. Peak Advertiser – clerks advertisements £42.30
  4. Dalc – new accounting system book £9.95 (paid in April)
  5. Peak Park – planning for new green £110.00 (paid in April)

The Councillors resolved to approve the payments.

184.00 Allotment land /landscaping

LANDSCAPING

  1. Wren – The Clerk reported that an amended application had been sent off giving more specific information, as requested. The application goes to two board meetings the last one being on 11th  Work cannot commence on the green until after this date.
  2. Tree felling – Derwent Treescapes have felled the required tree. T  W Cox are to tidy up the tree stump.
  3. Planning – the planning application has gone in and is progressing.

ALLOTMENTS

  1. Possible lead content – As not all the allotment holders have replied to the letter asking about testing on vegetables/vegetable the subject is to be brought up every other month.
  2. Plots vacant – there are two vacant plots being 11 and 14.
  3. Request to remove tree on plot no. 4 and put in wooden composter – the Councillors discussed the tree and the possibility of using it as a Xmas tree. This subject will be discussed after the growing season.

185.00 Maintenance

RECREATION AREA

  1. Dog signs – The Clerk reported that she is still waiting to hear from DDDC regarding using additional signage.
  2. Netball post matting – the matting has now been completely removed.
  3. Footpath on recreation area, adjacent the play area – The Councillors decided to ask M Watson to trim back the footpath. The Councillors discussed the broken bin on the play area. Councillor Crowther will arrange a replacement. The poor state of the fencing adjacent to Croft Road OAP bungalows was discussed.  Councillor Crowther will also arrange for this to be fixed.
  4. Climbing frame grant – The clerk stated that DDDC are processing our request for a grant during May.

ROADS AND PATHS

  1. Grit bins – The Clerk reported that DCC would communicate to us when they are going to fill the bins. The Clerk had stressed to them that they are being used as rubbish bins.
  2. Trees from Croft Hotel garden fallen/left on adjacent path – Councillor Cox reported that the owners would remove the debris imminently.
  3. Streetlight on station road – objection. – The Councillors discussed that this had been passed at the last meeting, and that the positioning was measured appropriately by DCC . The Council had also paid 33 1/3 % more for positioning the light on the field side of the road.  It was noted that there is room for two streetlights according to DCC.  The Councillors do respect the views of residents whom have objected, but there have been a number of requests for a light the past, although the Council could not afford to act in the past.  The Councillors resolved to ask the Clerk to write to the resident and continue with ordering the street light.
  4. Drain on Edge view drive – this has now been actioned.
  5. Footpath to rear of Harrow House – The Councillors asked for M Watson to clear the footpath of glass and vegetation. Councillor Bowering would look into the poor state of the footpath, with a view to resurfacing.
  6. Hawthorn tree on village green – The Councillors discussed in general the condition of the trees on the village green. The Clerk was asked to contact D Goodwin at Peak Park, for his advice on whether to fell the hawthorn tree and the pruning of the other trees. The idea of a Jubilee tree to replace the hawthorn was discussed.

The poor condition of the seat opposite the bus shelter was discussed.  Councillor Bowering was asked to look at this.

186.00 Backdale Quarry/Longstone Edge

The Clerk stated that she would distribute a letter to all Councillors – DTLR ‘Mineral Development in the Peak District National Park’.

A report sent from Peak Park was read out, regarding Longstone Edge.  ‘At a meeting of the special planning control committee held on 12 October 2001 members resolved to approve the consolidating application for the extraction of fluorspar, barytes and limestone from Longstone Edge’.  Although it was stated that it would take several months before planning permission was issued.   26 April 2002.

187.00 Kim Bramley fund – stone picnic table

The Clerk reported that the response from DDDC was based around safety.    Pieces of equipment have to be spaced a certain distance away from each other.  This is known as the safe play zone.  Wickstead, the equipment company suggest that a stone picnic table would be too dangerous, particularly as it is a small area.  Councillor Cox will speak with the family to look at other alternatives.

188.00 Glebe Court

The Clerk stressed that the Parishioner attempting to purchase a property in Glebe Court had now bought elsewhere.   The Councillors resolved to ask the Clerk to contact Peak Park once again to ask them to look at their policies on local needs and why they are not implementing them.

189.00 Sunday 2nd June Golden Jubilee Sports day

The celebration will commence at 2.30 pm.  The idea is to bring your own picnic.  There will be free ice cream for children and drinks available. There will also be prizes of money, a school gym display and bunting.

Councillor Askew discussed the possibility of decorating the main street area, using funds from the Village Hall Management Committee.

190.00 Under the Edge

The Editors stated that the P Council report is said to be the best thing about the magazine.  It would be hard to cut it down due to the lengthy meetings.

191 00 Great Longstone Business Park – Focsa

The Clerk reported that Focsa did not get the contract they were applying for, which would have meant more lorries coming and going.

192.00 Neighbourhood Watch

PC Lowe is advertising for a new Chairman, treasurer and secretary for the neighbourhood watch scheme in the village.  This is to be advertised around the village and in UTE.

193.00 New Clerk

Following the interview on 8th May 2002, the interviewees recommend David Burns of ‘The Print Room’, Great Longstone for the position.  The Councillor resolved to ask David Burns. He will take up the role as from 1 June 2002.

195.00 Date and time of next meeting

The Council resolved to meet on 19th June at 7.30 pm in the Village Hall.
