MINUTES OF THE PARISH COUNCIL MEETING ON 21st October, 2009 

Present:  Cllr S. Barton [Chairman], Cllr. Mrs. S Barton, Cllr P. Thompson, Cllr S. Headington,  Cllr H. Wright , Cllr G Frankland,  W. J. Derricott [Clerk] and the UTE Editor

Public Questions and Comments

Cllr. Barton and Cllr Mrs. S. Barton commented on the planning application submitted in respect of a time extension to the workings at Arthurton West.  They also commented on the planning application submitted in respect of Thornhill House and the need for the proposed development to go ahead. The comments were made as both Cllrs indicated that they would be declaring an interest in the items and would not take part in any formal discussion when the item was considered.  

171/09  Apologies for Absence

It was noted that, Cllr Long and Cllr Mason had submitted apologies to the meeting along with District Cllr Bentley.

172/09  Minutes of the Meeting held on 16th September, 2009

The minutes were approved with the following alteration: 161/09 change the name referred to from ‘Jan’ to ‘Jen’.

173/09  Declarations of Interest

Cllr H. Wright indicated he would abstain from item 7 [a] late planning application for Thornhill House.

Cllrs S and Mrs S Barton declared a prejudicial interest in respect of the late application for planning permission for Thornhill House.

Cllr P Thompson declared an interest in item 7 [a] [3] planning application to change use to unit 4 to Offices Sherwood House, Barn Furlong.

174/09 Precept Planning

The Chair introduced the item and built first on the decision of the Council made at its meeting on 16th September.

There followed an in depth line by line discussion of the precept for 2010/11. Members confirmed that the Allotment Tenant Rents would rise in accordance with the decision made in 2008 to £10 but further agreed that there would be no further rise for the following year.

The Clerk was asked to look into best value for insurance premiums which form a significant proportion of precept funding. The Clerk was also instructed to review the contracts of service currently in place and look to re tender.

Members instructed the Clerk to re tender for Audit of the Parish Accounts taking account of advice from the Derbyshire Association of Local Councils to include an audit  of the processes the Council undertake.

Members agreed in principle a number of changes to the precept and noted that the November meeting would seek to finalise the precept for 2010/11.

175/09 Police Matters and Neighbourhood Watch

The minutes of Operation Blackbrook were noted and no further items were raised.

177/09 Planning Matters

Cllr P. Thompson took the Chair and Cllrs S and Mrs. S Barton left the meeting.

The late item was considered first NP/DDD/1009/0853 Thornhill House. The matter was approved with no alterations

[1] NP/DDD/0909/0788 – The Clerk was asked to write to the planning authority to indicate the frustration and displeasure of the Council in having to consider such an application;

Members noted the Listed Building decision notice NP/DDD/0609/0523  

178/09 Financial Matters

(a)  Members noted the balance of the current account was £1000 and the deposit account was not yet to hand

(b)   The following payments were approved:

[1] W.J. Derricott [Salary]                                      £ 353.88

[2] Invoice GLPC Ice Creams sports day           £   50.00

[3] Invoice Brunno Cardonna                                £2441.00

179/09  Maintenance

RECREATION GROUND

(a)    Play Equipment Inspection Report

Cllr. Thompson reported Ethel’s House was in need of work and remedial work had been undertaken.

ROADS AND FOOTPATHS

(a)     Scheme for resurfacing footpaths

It was noted that work had already commenced on resurfacing paths which were already in a good state of repair and which had not been identified as priorities by the Parish Council.  The Clerk was requested to contact Derbyshire Council to point out this waste of public money, and find out how DCC decided on which paths to resurface.

180/09  Memorial Request – Sally Payne

The matter was deferred to give Members the opportunity to consider the kind offer made by Sally Payne.  It was noted that one of the benches opposite the ‘bus shelter was in a poor state of repair, and that replacement of this might be an option.
