Council Meeting – 17th March 2010
MINUTES OF THE PARISH COUNCIL MEETING
on 17th MARCH, 2010
Present: Cllr S. Barton [Chairman], Cllr H. Wright , Cllr G Frankland, Cllr Mrs. W Long, J. Derricott [Clerk] and the UTE Editor plus a number of other members of the public.
Public Questions and Comments
Police Constable Lowe [Derbyshire Constabulary] briefly addressed the Council.
He indicated that there was very little crime in the Parish pointing to the notification of one theft and one suspicious incident. He made reference to Tideswell Community Forum and indicated that it would be helpful if the Parish Council were represented at the Forum, or someone from the Parish in general who could report back to the Parish Council.
The Chair thanked PC Lowe for attending.
The Council heard comments from Mr. John Poulter and Mrs. Sue Woods concerning Cherpit Lane. Both Mr Poulter and Mrs. Sue Woods submitted written comments which have been retained by the Clerk.
Mrs Woods in her paper suggested a number of action points which she hoped that the Parish Council would support. These were detailed in her paper. She also made an offer to attend future meetings of the Tideswell Community Forum and report back to the Parish Council.
The Chair thanked all present for the information supplied and indicated that the Parish Council, acting within the confines of its statutory responsibilities would give consideration to the matters raised.
Cllr. Mrs S Barton also confirmed following comment that the Village Day was to take place as planned on 17th April and asked that the UTE Editor report this.

The minutes were approved.
34/10 Declarations of Interest
Cllr H. Wright declared an interest in items involving Derbyshire County Council.
35/10 2010 Village Day/Week Arrangements
It was again formally confirmed that the Village Day would take place as planned on 17th April, 2010 between 11.30am to 2.30pm at the Village Hall. There would be an open Village Forum at 12:30pm between 11.30am to 2.30pm at the Village Hall. Members re iterated that this was an opportunity for local residents to attend to help shape that future actions and policies of the Parish Council.
In respect of the Village Week Cllr Thompson addressed the Council.
A number of activities had been provisionally arranged and a further meeting was planned to finalise several proposed activities. Cllr Thompson would report back to the next meeting in April on the action that was being taken.
36/10 Village Developments
5.1 to 5.3 {Facilities for Teenagers; Children’s Playground Equipment; All Weather Facility} Cllr Long commented that a meeting was scheduled later in the month and proposals would be put forward at the Village Day.
5.4 20 mph Speed Limit – The Clerk reported that Derbyshire County Council had ordered data collection and it had been reported that an individual had been seen in the Village possibly undertaking data collection but this had not been formally reported to the Council by Derbyshire County Council.
5.5 Affordable Housing – Cllr Mrs S Barton reported that representatives from the District Council had visited the village and walked the entire village looking at suitable sites. The Clerk was asked to contact the District Council and report back to the next meeting.
5.6 Scheduled Footpath Maintenance – Deferred to the next meeting. Clerk to liaise with Bruno Cardona to ascertain likely costs based on the work undertaken in 2009/10. It was noted that the £495 annual grant from the County Council in 2009/10 had been capped at the same limit for 2010/11.
5.7 Repairs to Wall by the Cricket Pavilion – Matter deferred.
5.8 Repairs to the Wire Fence at the Bottom of Recreation Ground – Clerk reported that no response had been received from Derbyshire Dales Housing. The Clerk was asked to write again and report to the next meeting of the Council.
5.9 Power Washing of Seats – It was noted that during the May walk through the Village by Councillors all the public seating would be assessed and a schedule for repair and cleaning would be considered and reported to the June meeting of the Parish Council.
The Council expressed its thanks to Cllr Frankland for the work he had undertaken.
5.10 Re Siting of Post Box. The Chair reported that the main issue was one of Disabled Access. It was agreed that polite signs would be erected requesting that access be maintained. The Council agreed to request that Clr Mason be asked to action this matter.
5.11 Registration of Council Owned Land- The Clerk reported that he had been in touch with the Land Registry and requested the booklet that is issued to all Councils detailing the Registration Process. Once received he would liaise with Cllr Wright on the issue and report back to the Parish Council.
5.12 Re siting of Village Notice Board – The Clerk reported that he was pursuing grant applications.
5.13 Formalisation of Standing Orders – The Clerk reported that this was a matter he was liaising on with DALC and the newly appointed auditor.
5.14 Grievance Procedure – The draft procedure was approved and the Clerk was asked to liaise with the Chair.
5.15 Gildlow Quarry Rent – The matter was deferred pending a proper valuation. The Clerk was asked to make enquiries and report back to the Parish Council at a future meeting.
5.16 Public Telephone Box Opposite the Crispin – The Clerk was asked to investigate the extent of listing of the Box and report back to a future meeting of the Council. Residents views are to be sought at the Village Day.
There was then a brief refreshment break before the meeting resumed at 8.55pm.
37/10 Rights of Ways and Modification Order Applications
Cllr H. Wright addressed the Council making reference to the public comment earlier in the evening.
The Clerk was instructed to:
[a] seek an up to date map showing the status of paths in the Parish;
[b] Investigate with Derbyshire County Council whether there are grounds for the introduction of a Traffic Regulation Order; and
[c] Seek clarification from Derbyshire County Council on the number and location of all applications for {BOAT’s} affecting the Parish.
The Council agreed to liaise with local and wider Community Groups on the action being taken to oppose future applications for Byways Open to All Traffic {BOAT’s}.
38/10 Police matters and Neighbourhood Watch
No matters were reported but Members noted the earlier comments of PC Lowe.
39/10 School Matters
Cllr Long reported. The School had requested the support of the Parish Council in its submissions concerning the School Travel Plan. Cllr Long had confirmed to the School that all matters raised would be thoroughly discussed by the Parish Council.
40/10 Planning Matters
None Reported.
41/10 Financial Matters
(a) Members noted the balance of the current account and the deposit account was not yet to hand.
(b) The following payments were approved:
[1] W.J. Derricott [Salary] £ 358.29
[2] Administrative Consumables £ 23.12
[3] Derbyshire Association of Local
Councils £229.45
[4] Annual Audit Commission Fee £182.13
(c) Members noted that a donations of £80 had been made to the Council on behalf of Isaac John Firth-Jones and the Finney, Frankland and Slater families to assist in the purchase and repair maintenance of Memorial Seats serving the Village. The Council expressed its gratitude for the donations;
(d) members noted that two cheques of £460.67 and £428.00 had been donated to the Council to be held on trust by the Council to assist in the proposals to replace facilities for children and teenagers within the Parish. The Council expressed its gratitude for the donations;
(e) Members noted that the Trustees of the Holme Meal Charity had agreed a payment of £100 to the Senior Citizens Club. The Clerk was asked to ascertain who the cheque should be made payable to and the cheque would be approved at the next meeting of the Council.
42/10 Maintenance
RECREATION GROUND
(a) Play Equipment Inspection Report Cllr. Thompson reported that a check had been made and all was satisfactory. Cllr Frankland volunteered to undertake this check on a monthly basis and report to each meeting of the Parish Council.
ROADS AND FOOTPATHS
(a) Scheme for the Resurfacing of Footpaths
The Council asked the Clerk to write to the local MP specifically on this issue as it had not had a response to a letter sent to Derbyshire County Council
(b) The issue of Scheduled Footpath Maintenance was deferred to the next meeting.
43/10 Plastic Recycling
The Chair reported generally on the issues of material from the shredder falling on the car park and neighbouring gardens. He had contacted Derbyshire Dales District Council but had received no reply so far, and the issue of recycling of plastics would be kept under review by the Chair.
44/10 Moles
Cllr Frankland is to investigate the matter further and report back to the next meeting.
45/10 Metal Detecting Request
Members agreed that it was in order for metal detecting to be undertaken on all areas except the Cricket Square but in approving the request it was noted that the applicant needed to systematically undertake a search and note on a prepared map all detections. This map was to be submitted to the Council for approval before any digging took place. The Council reserved its right to consider if it would approve disturbance to the recreation ground on the grounds of public safety.

Members noted the following correspondence:
[a] The Derbyshire County Council (Byway Open to All Traffic from Moor Road to Castlegate Land – Parishes of Great Longstone and Little Longstone) Modification Order;
[b] Safeguarding Vulnerable Adults Partnership Leaflet;
[c] Standing Advisory Council for Religious Education Anal Report.
47/10 Late Correspondence
Members noted the following late Correspondence:
[a] letter from Wicksteed Playscapes – Annual Safety Inspection – deferred to April meeting;
[b] Letter from Derbyshire County Council seeking views on the Big Choices Report – Clerk requested to obtain a copy of the report and defer the matter to the April meeting;
[c] Letter from Derbyshire Children’s Holiday Centre requesting financial support – In view of the very tight financial constraints that the Council must adhere to the Council decided it could not support this request;
[d] Letter from Derbyshire Dales District Council – Noting changes to fees [Pest Control; Waste Services – Collection of Bulky items; Wheeled Bins cost of new bins; Dog Wardens – fix penalty for allowing a dog to stray.
