Council Meeting – 2nd January 1896
Editorial Note
This was the first Parish Council meeting of 1896. The main business concerned correspondence with the Charity Commissioners regarding the administration of the local charities, the appointment of trustees to Captain Henry Wright’s Charity, and the repair of public footpaths leading to the Cricket Field and the Railway Station.
Thirteenth Meeting of the Parish Council held in the School Room on Thursday, January 2nd, 1896.

The minutes of the meeting held on the 28th November were read and confirmed.
Charities (81, 85, 91 & 93)
Mr Spanton reported that he had written to the Charity Commissioners asking if any progress had been made with the scheme for using the educational portion of William Wright’s Charity, and also if any further development had occurred in regard to the funds of the Hermaston Lane Head Charity.
To this communication he had received the following reply:

Sir,
Adverting to your letter of the 30th ultimo, I am to state that a scheme for the future administration of William Wright’s Charity is now in course of preparation and a draft print of it will be forwarded to you as soon as possible.
With regard to the Hermaston Lane Head Charity, I am to inform you that the Commissioners are now in communication with Mr Thornhill, Solicitor, in the matter and that you shall be informed of the result in due course.

Appointment of Trustees (85 & 94)
Mr Spanton stated that he had informed Mr Andrews of his appointment by the Parish Council as one of the Trustees of Captain Henry Wright’s Charity, and that Mr Andrews had signified his acceptance of the office.
He also stated that he had informed Mr Wright that he had been appointed by the Council as a Trustee of the said Charity, but Mr Wright had written him declining the office.
On the motion of Mr Bates, seconded by Mr Buzzard, it was resolved that Mr Henry Arthur Spanton be a Trustee of Captain Henry Wright’s Charity.
Mr Chas. Johnson and Mr Sam Johnson did not vote on this question.
Mr Spanton signified his acceptance of the office.
Repair of Footpaths (96)
The Clerk stated that he had applied to Messrs James and J. W. Thornhill, owners of the land through which the footpath runs from Mill Lane to the Cricket Field, for permission to repair the said footpath.
Mr James had given his consent, but Mr Thornhill had not yet replied.
Mr Bates stated that the footpath leading from Mill Lane to the Station was in a very bad condition and he proposed that that length be repaired at the same time as the other one.
After some discussion, Mr Buzzard proposed and Mr Spanton seconded that the Clerk obtain tenders for the repairing of both these footpaths, which was carried.
