LITTLE LONGSTONE PARISH MEETING
PARISH MEETING TO BE HELD ON WEDNESDAY 15TH JULY 2026
IN LITTLE LONGSTONE CHAPEL AT 7PM
1. Apologies for absence. To receive apologies.
2. Declarations of interest. Electors to declare any direct or indirect financial interest in items on this agenda before discussion begins.
3. Minutes of the meeting of 28th May 2026. To approve.
4. Public Participation. Period of up to 15 minutes for persons who are not electors to address the meeting. Individual speakers limited to 3 minutes.
5. Discussion of Confidential Matters: (Public Bodies (Admission to Meetings) Act 1960 S1(2)) – To determine which items, if any, from the agenda should be taken with the public excluded. If the Assembly decides to exclude the public, it will be necessary to pass a resolution in the following terms: “to consider a resolution under the above act to exclude members of the press and public in order to discuss item number …” This item will then be discussed with press and public excluded.
6. Appointment of Deputy Clerk: Proposed to appoint Simon Headington as Honorary Deputy Clerk to the Parish Meeting.
7. Standing Orders: adoption. To consider and adopt Standing Orders for Little Longstone Parish Meeting. Resolution: ‘That the Standing Orders attached to this agenda be adopted with immediate effect.’
8. Financial Regulations: adoption. To consider and adopt Financial Regulations for Little Longstone Parish Meeting. Resolution: ‘That the Financial Regulations attached to this agenda be adopted with immediate effect.’
9. Complaints Procedure: adoption. To consider and adopt the Complaints Procedure for Little Longstone Parish Meeting. Resolution: ‘That the Complaints Procedure attached to this agenda be adopted with immediate effect.’
10. ICO Registration: To note that the Parish Meeting has been registered with the Information Commissioner.
11. Legal case threatened against the Parish Meeting, Clerk and Trustees:
11.1 Proposal: For the Parish Meeting to instruct solicitors relating to threatened legal action against the Parish Trustees, the members of the Parish Meeting and the Parish Clerk.
11.2 Proposal: For the Parish Meeting to cover any legal costs incurred, that are not already covered by the Parish Meeting’s insurance, defending actions again the Parish meeting and the Parish Trustees and Parish Clerk, that relate to actions taken on behalf of the Parish Meeting.
12. Car park lease: update. To receive an update on:
12.1 Update on formal complaint submitted to DDDC, as notified at the meeting of 28th May;
12.2 Feedback on a Freedom of Information request submitted.
12.3 A summary of the history of the car parking area and historical documents now identified, including the 1922 Order, 1995 poll declaration, 1997 byelaws and 1995 Chatsworth Estate letter
12.4 The current status of the lease signing.
13. Ice cream van pitch licence: tender timetable. To receive an update on the electrical works at Monsal Head and agree a timetable for the tender process for the 2027 to 2030 licence period, including a target date for issuing the specification.
14. Policy documents: instruction to Clerk. To instruct the Clerk to prepare the following for consideration and adoption at the next ordinary meeting:
14.1 Budget 2026/27;
14.2 Privacy Policy, updating the 2018 version for the current UK GDPR framework;
14.3 Data Protection Policy;
14.4 Freedom of Information Publication Scheme;
14.5 Records Retention Policy, updating the 2018 version;
14.6 Risk Management Policy and Risk Register;
14.7 Code of Conduct.
Note that Biodiversity and Tourism policies are to be developed in co-ordination with the Neighbourhood Plan Steering Group.
