Council Meeting – 9th December 2020
MINUTES OF THE PARISH COUNCIL MEETING
HELD ON 9TH DECEMBER 2020 AT 7PM,
VIA ZOOM
PRESENT: Cllr Wendy Long (Chair), Cllr Rick Gooch (Vice Chair), Cllr Phil Barrett and Sarah Stokes (Clerk).
The Chair opened the meeting at 7.04 pm.
Public comments: There were no public comments.
67/20 Apologies for absence from members. There were no apologies.
68/20 Declarations of interest. There were no declarations of interest.
69/20 Minutes of the meeting held on 23rd September 2020. The minutes were proposed by Cllr Long, seconded by Cllr Gooch.
70/20 Coronavirus. Clerk reported putting new signs up regarding community help. Noted as a few tested positive in the community. Cllr Gooch reported a 6-month vaccination process ahead of us.
To note parish inspection carried out on October 4th 2020 (Cllrs Long, J Cox, D Cox, Shimwell and Clerk), areas for action highlighted within the agenda under relevant sections.
71/20 Recreation ground.
71.1 Playground. To report on bird’s nest swing and jumbolader- Clerk reported no progress on this matter, awaiting reply from Contractor (possible furlough). To discuss quote following inspection for; Burma bridge, turf near climbing frame, turf goal mouth, stain and replace door on storage box and reset bench press – it was proposed by Cllr Long and seconded by Cllr Barrett to go ahead with the work. Clerk to action.
To note climber surface power washed and other safety surfaces sprayed for moss.
To note Clerk to do painting/staining list for 2021 for equipment and benches (including village benches).
71.2 Equipment for years 11+. Update on new winder for tennis post. Clerk purchased items for PC. Cllr Barrett will be looking at fixing, using the new equipment. To note further items may be needed/ possible new net. Court resurfacing project – no progress due to covid.

71.3 Cricket and Football.
71.3.1 Awaiting autumn deep spike. To note contractor now put sand in goal mouths.
71.3.2 Tenders for football field maintenance 2021. Tenders were received, it was proposed by Cllr Gooch to go with the quote for the experienced football field contractor the PC currently use, seconded by Cllr Long. Clerk to action.

71.4 Trees. Clerk reported awaiting a date for the tree work/ along with a quote for 1 of the trees.
72/20 Village green/village hall/fields.
72.1 Noticeboard – Clerk reported the noticeboard has been produced, awaiting the stands/fine weather to install.
72.2 Cherry tree – To note removal of cherry tree. It was resolved for the Clerk to chase the new cherry tree with the tree surgeon, concern over planting times and watering. To ask the tree surgeon to also take a look at the adjacent tree to that just removed.
72.3 Remembrance/wreath laying – Following a number of changes in law due to covid, the Chair reported that the wreath laying had a good socially distanced turn out (to note GLPC displayed a Qcode to use and social distancing posters/cones).
72.4 Xmas tree/lights/Carols 2020. Clerk to send thanks to all involved in the Xmas tree and lights on the tree. A notice has been displayed in UTE regarding this year’s cancelled Christmas eve carol service around the tree, Clerk also to put poster up. This being a joint decision with St Giles. Responsibilities for the carol event in future years to be discussed at the next meeting, following a letter from St Giles. It was noted by the PC that St Giles had organised hi vis ‘traffic co Ordinator’ for each year and in years past donkeys etc. With the PC organising the village tree. It was proposed by the Chair to purchase 5 xmas light strings for the ‘trees’, seconded by Cllr Barrett. Clerk to action.
72.5 Bench. It was proposed by Cllr Long to purchase the recycled plastic bench@ £419.33 Inc. vat (same as on village green) for West Green, this being to replace one of the benches, seconded by Cllr Barrett.
72.6 Village hall. The Chair reported water problems at the VH since the issue with water on Church Lane, problem now rectified. To note VHMC to action the boiler service. VHMC also been made aware of further water work in January 2021.
73/20 Burial grounds. Clerk reported a letter from St Giles Church warden regarding a number of maintenance issues. Clerk highlighted that it is DDDC whom is responsible for these matters. Resolved for the Clerk to reply informing them of the DDDC contact person/ any help the PC can give with this. To review when Church have gone down this route.
74/20 Footpaths and roads.
74.1 Speeding/school signage, update. Clerk reported no progress on the new DCC school signs. Cllr Gooch reported on changes in School. Noted school lollipop signs taken in by school/ staffing issues.
74.2 Streetlighting. Clerk had reported faulty light on Furnall Ave. Chair highlighted a water issue on Glebe Ave/Station Rd, Clerk to report. Clerk to ask Cllr Twigg to look into the relocation of ‘The Willows’ streetlight. The Chair reported on the street sign In the Thornbridge area, this being rotten on the base, Clerk had reported.
Awaiting Sunnybank resurfacing by DCC; hole filling Cherpit, by DCC; reply from P Park on tarmac Longstone Edge and work by DCC on Longreave Lane (gap on edge of rd./floods).
75/20 Council Administration.
75.1 Land registration. Fields/track/builders yard. Clerk to send documentation to Solicitor early 2021.
75.2 To approve Financial regulations, standing orders, document retention policy and code of conduct. It was proposed by Cllr Long and seconded by Cllr Gooch for no changes, Clerk to amend the dates only.
75.3 Community Facebook and website. Thanks once again go to Tom Dean for keeping both UpToDate. Plans for Becky Stokes (subject to permanent work) to take over when Tom relocates.

76.7 External audit. To note receipt of notice of conclusion of audit for 2019/2020, with no matters to attend to. Clerk displayed/ on line notice of conclusion.
To note Clerk to send precept figure in to DDDC (awaiting form) – approved at last meeting.
To note allotment rent requests sent out. Clerk reported all funds in.
To note Clerk sent in reimbursable expenditure forms (all funds in) and VAT for (awaiting funds).
To note grant of £400 received from the local projects fund towards the new noticeboard.
77/20 Planning matters.
PLANNING APPLICATIONS
77.1 Planning application. Standhill Cottage, Spring Bank. NP/DDD/1020/1015. Proposed two storey extension to dwelling.
PC COMMENTS: No objections. To note that Spring Bank lane leading to the recreation ground gate, is not to be used for parking at any time.
77.2 Planning application. The Willows, The Mires. NP/DDD/1120/1056. Single storey extension to rear of property.
It was resolved for the Clerk to ask once again for the dimensions for the planning application from PDNPA and to hold an extra ordinary meeting of the PC when the dimensions arrive, possible extension required from PDNPA. Clerk to act on.
77.3 Planning application. Green island, Longreave Lane, Rowland. NP/DDD/1120/1104. Proposed replacement garage workshop and bike store.
PC COMMENTS: No objections.

Put more Covid19 notices up; Chased work on birds nest swing; liaised with joiner on jumbo lander; notes/report on parish inspection; requested work/quotes following inspection; ordered tennis equipment/liaised on matter; liaised on deep spiking on rec; tender list/advert for football maintenance; liaised on tree work; price for a new bench; asked school regarding lollipop signs; worked on land registration; site visit to look at xmas tree; put relevant audit information up post audit; checked grit bins; remembrance and covid requirements, looking at changing laws and Qcode displayed; rent requests/changes on allotments – new tenancy’s; sent in two reimbursable expenditure forms and vat claim; grant form for local projects fund completed.
