MINUTES OF AN EXTRAORDINARY PARISH COUNCIL MEETING
HELD ON 3RD MARCH 2009 AT 7.30pm IN THE VILLAGE HALL

Councillors S. Barton, Mrs S. Barton, P. Thompson, S. Headington, H. Wright, R. Topham and Clerk D. Burns.
Public Comments and Questions
There being no comments or questions from the floor, the Chairman opened the meeting at 7.32pm.
043/09 Apologies for Absence
Apologies were received from Councillor S. Mason who was unable to attend due to business commitments.
044/09 Declaration of Interests
Councillor Thompson declared a personal interest in item 3 in that his wife is a member of the Village Hall Management Committee (VHMC). Councillor Topham also declared a personal interest in item 3 in that he is a council representative on the VHMC.
045/09 Transfer of Funds
The Chairman opened a debate on the request from the VHMC for financial assistance in the purchase and installation of a new heater for the snooker room. This led to a lengthy discussion on cost and alternative systems etc. The Clerk pointed out that the council had already resolved to provide a grant of £1000 for this project and the purpose of this meeting was simply to decide which fund(s) to transfer the monies from. Councillor Wright’s previously circulated financial review was then examined in great detail and, eventually, it was proposed by Councillor Mrs Barton that the money be taken from the General Maintenance Fund. This was seconded by Councillor Topham with all in favour. The Clerk was instructed to reply accordingly to VHMC’s request.
Councillor Barton closed the closed the meeting at 8.17 p.m.
