Minutes of the Tenth Meeting of the Parish Council

Held in the School Room on Thursday, August 22nd, 1895

Present: Arthur Bates (Chairman), C. H. Buzzard, Chas. Johnson, Saml. Johnson, H. A. Stanton, and T. Shimwell (Clerk).

The minutes of the meeting held July 25th, as also the memorandum on page 30, the minutes of meetings entered on page 31 and the copies of documents entered on pages 32, 33, 34, 35, 36, 37, 40, 41, 42, 43, were read and confirmed.


Parochial Charities (81)

Minute 85

Mr. Stanton was authorised to write to the Charity Commissioners and, in reply to their question, to name Mr. John Thornhill as the person who has had control of the funds of the Hornstone Lane Head Trust.

Mr. Stanton was further directed to confer with the Trustees of the Henry Wright Charity on the subject of the appointment by the Parish Council of additional Trustees, and to suggest that two would seem to be a satisfactory number.

With respect to the Goslome (Flamwell) Charity, it was decided in view of the very complicated measures which it would be necessary to take for procuring the appointment of Trustees by this Council, not to take further steps in the matter.


Sanitary Matters (83)

Minute 86

In view of the possible need of taking very prompt measures to meet the actions of the District Council in relation to the Water and Drainage Schemes, the Chairman and Mr. Stanton were appointed as an Emergency Committee to act on behalf of the Parish Council.


Village Feast (84)

Minute 87

Mr. Buzzard, Mr. Charles Johnson, and the Clerk were empowered on behalf of this Council to collect such tolls as they might consider fit from the owners of stalls, vans, shows, and the like, who should settle upon the Village Green during the Feast week.


Parish Accounts

Minute 88

Notice has been received from the District Auditor that the Parish Accounts for the period ending 31st March 1895 are to be presented to him for audit on the 27th or 29th August.

The Clerk having drawn up the Financial Statement, it was read over and approved. The Receipts amounted to £15, being equal to about 1½d in the pound on the Rateable Value (£7999), and the Expenditure amounted to £12 14s 7d, leaving a balance in hand of £2 0s 5d.


Postal Arrangements (61 & 69)

Minute 89

A letter from the Postmaster General was read, informing the Council that it has sanctioned a second daily (evening) delivery of letters in this township.


Safety of Parish Documents (80 & 82)

Minute 90

The Chairman and the Clerk submitted price lists of safes and deed chests.
The dimensions of the award were stated to be about 1 ft. 10 in. by 1 ft. 5 in., and of the Parish Map 6 ft. 4 in. in length.

After some conversation, the further consideration of the subject was deferred.


The next regular meeting of the Council was fixed for Thursday, September 26th.
