Minutes of the meeting held on the 9th January 2002 at 7.30. p.m.

In the Village Hall

Present: Councillors: Bowering, Finney, Askew, Hirst, Fawcett, Gregory, Casey.
District Councillor Crowther.

109/00 Apologies for absence

Apologies were received from Councillor Cox.

110/00 Minutes of the Last Meeting held on 21st November 2001 and the minutes for the 17th October 2001.

The minutes were moved as a correct record by Councillor Casey, 2nded by Councillor Hirst, and carried unanimously.

111/00 Matters arising from the minutes.

There were no matters arising.

112/00 Planning matters.

To consider –

  1. Demolition of garden store/potting shed and erection of 2 bedroom guest accommodation with new potting shed. Church Lady House, Main Street, Great Longstone.
  2. Listed Building consent – demolition of existing garden store/potting shed and erection of 2 –bedroomed guest accommodation with potting shed. Church Lady House, Main Street, Great Longstone.

The Parish Council is against the application due to a number of factors:

  • The timber cedar boarding is not in keeping with the village.
  • The building could be extended at a later date.
  • The building could be detrimental to future inhabitants in the village.
  1. Demolition of existing buildings and erection of new bungalow and garage. Iona, Longreave  Lane, Rowland, Great Longstone.  (Approved end of November by 4 Parish Councillors).
  2. Listed building consent – relocation of cupboard and creation of new window. Church Lady House, Main Street, Great Longstone.  (Approved end of November by 3 Parish Councillors)

The point was highlighted that the application number 3. should have been looked at by 4 Parish Councillors, not three.  The Clerk was made aware of this point which had been agreed on a number of years ago.

The Planning application for the erection of a conservatory, The Cottage, Sunnybank, Great Longstone has been withdrawn.

To note approval by Peak Park – none received.

113/00 Financial matters.

To note bank balances:

The balance on the Current account was noted as £1000.

The balance on the Deposit account £7663.06.

To approve payments:

The Council resolved to approve the payments.

The Councillors discussed allowing for  new Xmas tree lights and a nativity box in the next precept.  If there were funds left over from this years precept this would be considered.  Councillor Hirst would get costs for a new nativity box.

114/00 Backdale Quarry/Longstone Edge.

No points raised or discussed.

115/00 Allotment land/Landscaping

LANDSCAPING

Third Party Funding

The Clerk reported that donations to the ‘green’ project were to be made by Glebe Mines, Markovitz, and Focsa Ltd, in the form of third party funding if we gain the Wren Grant or towards items such as seating.  Following a visit to Glebe Mines Ltd by Councillor Hirst and The Clerk, Glebe agreed to also contribute some stone towards new walls for the project.

The Councillors resolved to ask the Clerk to contact a number of business owners in the village to  ask for a contribution to the project.  And also to insert a request for funds from parishioners in Under The Edge.

Quotes

The Clerk reported that two uptodate quotes had been received for the reviewed landscaping.  The Clerk will put forward a request for a wall grant, on receiving  an additional quote.

ALLOTMENTS

Overflowing water

Terry Cox would be asked to investigate the overflowing water, as agreed.

Possible lead content in soil

A letter from DDDC was read out stating that it would appear unlikely that the soil in the allotments would contain high concentrates of lead.  They recommended testing different vegetables if the Parish Council felt it necessary.  The Councilors resolved to ask the Clerk to ask for the vegetables to be tested.

116/01 Maintenance

RECREATION AREA

Fixing Dog signs

The Clerk reported that the dog signs were ready to be erected and would be fixed in January.

Netball post quotation

A quote had been received for a post and backboard for £75 from M Garret.  The Councillors agreed to go ahead with this.

ROADS AND PATHS

New Street light quotation

The Councillors asked the Clerk to order a new street light for Station Road, at an approximate cost of £1000.

Mirrors at bottom of Church Lane

The Councillors discussed the junction at the bottom of Church Lane.  It was agreed that the Chairman speaks to Kevin Lowe ( new Beat Manager) regarding parking around the junction.  The issue of mirrors was discussed and who would be liable. The Councillors agreed that no mirrors should be put up.

Broken post, off Grisedale Road West

The Councillors discussed once again, replacing the post.  The conclusion was not to replace the post, now that the hedge has grown up.  The original use was to stop cars and motorbikes going through. The height of the hedge was discussed.  Councillor Bowering would ask the immediate householders whether they would like the hedge lowering.

Poor state of footway between Crispin and Butts Road

A letter was read out from a parishioner regarding the poor state of the footway.  The Councillors asked the Clerk to contact DCC regarding the matter.

Overflowing water on station Road

The Clerk reported that DCC had looked at the problem once again.

OTHER

Feemouth yard gates

The Chairman stated that the new gates would be erected in January.  The Councillors agreed that the old gates should be kept and donated to the right cause as this arises.

117/01 Great Longstone Woods

A letter was read out from Peak Park in relation to the landscaping of Great Longstone Woods. The Councillors discussed the project and asked the Clerk to write back with a number of concerns: no area for parking, no footway leading from village, site is close to a dangerous corner, the woods could be subject to improper use, mainly due to the secluded nature of the site and the siting of benches and that the project is running parallel to our own similar project, just down the road.

118/00 Holme Meal Charity

The Councillors agreed to contribute the annual £25.00 to Bakewell Charities. The Councillors also discussed whether the money should be put in an Isa. It was resolved that the money should stay where it is.

119/00 The Countryside Agency Rights of Way

The Councillors studied the map of Great Longstone Parish.  There were no comments.

120/00 Correspondence

  1. Thankyous for Xmas charity vouchers – read out.
  2. Wren- autumn magazine – noted.
  3. NALC – Clerk and Council of the Year – noted.
  4. Derbyshire Rural Community Council – annual review 2000 – 2001 – noted.
  5. Community response plan for civil emergencies – Clerk to complete document initially.
  6. Quality Parish and Town Councils, Patrick Mc Loughlin – read out, the Clerk was asked to obtain a copy of this document for each Councillors.
  7. DDDC – New Constitution – noted.
  8. Teenrek – heavy duty sports equipment, leaflet – noted.
  9. DCC Flood defense fair – noted.
  10. The Queens Golden Jubilee 1 – 4th June 2002, celebrations toolkit – the brochures were passed for the Jubilee celebration committee. A date had yet to be set for the parish day, but would be late June/early July.
  11. Derbyshire Constabulary, new Beat Manager for Great Longstone, Kevin Lowe.
  12. DALC – introduction to the Standards Board for England, Rospa – noted.
  13. NALC – National Training Strategy for Town and Parish Councils – document read out, stating a great number of changes. The Clerk suggested ordering the Clerk and Councils direct magazine to be sent to each Councilor at £6 per year, to keep abreast with changes.  The Clerk was commissioned to do so.
  14. DTLC – Model Code of Conduct – Clerk passed documents to be read by Councillors.
  15. Lady Manners School – Castle Hill Boarding House 2003 – noted that there would be no more boarders after this date
  16. DDDC – Saturday Morning Waste Collection Service and recycling – dates put on the notice board and facilities available given to Under the Edge.
  17. DCC – Drink and drive campaign 2001,posters put up in village.
  18. DDDC – New Decision making framework, noted.
  19. DCC – winter maintenance Leaflet. The Councillor discussed the lack of gritting during the latest snow.  The Councillors asked the Clerk to contact the County Council to request that the Bakewell Community Transport route be gritted.
  20. Wickstead Leisure brochure- noted.
  21. DALC – Standards Committee Representation – chosen representatives names noted.
  22. DCC – B- line The Derbyshire Youth card – the Clerk passed a poster to be put up in the shop. The Schools had already been sent information
  23. DCC – Environmental Services Department, annual Environmental Report 2000/2001 – noted.
  24. DDDC – Derbyshire Dale’s crime and disorder audit 2001 noted.
  25. DTLR – Local Government white paper: parish proposals – noted.
  26. DCC – Sacre Annual report 2000/2001 – noted.
  27. DTLR – The Local elections (declaration of acceptance of office) order 2001- Clerk passed documents to be read by Councillors.
  28. Charity Commission, newsletter – noted.

121/00 Date and time of next meeting

The Council resolved to meet on 20th February 2002 at 7.30 p.m. In the Village Hall.
