Council Meeting – 3rd September 1998

MINUTES OF THE MEETING HELD ON THE
3rd DAY OF September 1998

Present ; Councillors, Askew, Gregory, Casey, Finney, Hirst (Chairman),

District Councillor Crowther.

 

56.98 Apologies

Apologies were received from Councillor Cox

57.98 Minutes of the last meeting held on the 29th July 1998

The Council resolved to approve the minutes.

58.98 Matters arising from the Minutes.

There were no matters arising from the minutes.

59.98 Backdale Quarry Update

The Council received a report to the effect that RMC have lodged an appeal against the Peak District National Park Authorities determination under the Environment Act 1995. A meeting had taken place between representatives of the Action Group and the Company. The Company indicated the appeal only related to the conditions for the restoration of the quarry.

The Council heard that the application for leave for judicial review was granted on the 26 August 1998. The Judge ruled however that the initial planning consent did not allow for the bulk extraction of limestone and this was accepted by parties to the hearing. The ruling appears to indicate that the landowner is unlikely to proceed further.

60.98 Planning Matters

The Council noted the approval of the following planning consents;

  1. Erection of a Conservatory 23 The Meadows, Great Longstone
  2. Erection of Summer House, Orchard House Station Road
  3. Erection of Dish Antenna, Great Longstone Telephone Exchange

The Council considered the application for planning application consent in respect of the extension to the Great
Longstone School. The Council had no objections and supported the application for approval.

61.98 Financial Matters

The Council noted the balance on the deposit account £500

The current account £10,096.47

The Council approved the accounts for the year ending the 31st March 1998 and the accounts were signed by the Chairman.

The Council approved the following payments

  1. D Askew Village Hall Cleaning £100
  2. DALC RE AGM Fee £16
  3. Audit Commission £242.17
  4. Messrs Godwin, Cockerton & Colhoun £358.35
  5. Clerks Salary £403
  6. Administration Expenses £62.46

62.98 Village Hall

The Council heard a report that the new window had been ordered. The Village Hall management committee had resolved to have the windows stained rather than painted to retain the hardwood appearance. The management committee is obtaining prices for work to lower the ceiling. The Council will receive a report in due course.

63.98 Verge Mowing – Dog fouling

The Council heard a report on the position taken by Derbyshire Dales District Council and the support it would give to an anti-fouling campaign. The Council resolved to write to the District Council to ask that the whole of the village be designated under the new legislation which allows prosecution of dog owners who fail to clear up after their dogs foul. The Council expressed their concern particularly as to dog fouling on the Recreation Ground and will consider further measures to encourage owners to clean up after their dogs.

The Council heard that the quotation from Derbyshire Dales District Council to carry out additional cuts on the grass verges in the village amounted to £910. The Council resolved that this was too expensive to justify the quote being accepted.

The Council resolved to write to the contractor who has been engaged to replace the gate to the Recreation Ground from Sunny Bank. The Council expressed their dissatisfaction at the failure of the contractor to complete the work as promised.

The Council resolved to contact the Cricket Club to ask for the removal of the net frames if they are longer required by the Cricket Club.

64.98 Parish Paths Partnership

The Council resolved to consider an application to join the scheme and further resolved to ask the footpaths officer from the Derbyshire County Council to attend the next Parish Council meeting. The Council also resolved to ask Mr Cox to ensure that footpaths within the village have vegetation cut down as some footpaths are becoming difficult to use. This work will take place under the minor maintenance agreement with the Derbyshire County Council.

65.98 Footpath No. 3 Modification Order 1998

The Council noted the modification order had now been made.

66.98 Parish Magazine

No further information has been received by the Council.

67.98 Football Pitch

The Council resolved to refuse the application by an outside football team to use the football ground on a Sunday morning.

68.98 Youth Club

The Council resolved to receive proposals from those in the village willing to participate in or lead a Youth Club.

The Council expressed its general support for the proposal that a youth club will be started in the village. The Council was disappointed to hear that the village Cub pack may close due to lack of a suitable leader.

69.98 Well Dressing

The Council resolved to request M Watson to level the area where the Well is erected but also to have a site meeting with the lady who prepares the Well decoration to discuss her requirements further.

71.98 Date and time of next meeting.

The Council resolved that the next meeting would take place on Wednesday 21st of October 1998 at 7.30 pm in the Village Hall.
