10. Recreation Ground and Tennis Court Resurfacing Project 2025 (Powers from Local Government (Miscellaneous Provisions) Act 1976, c.19 para 1b)
Update on project and authorise Clerk to sign Sports Surfacing Solutions Ltd’s Order Form for the Macadam Resurface with Acrylic Colour Coat and Lines, of the Tennis Court, for £17,350 plus VAT
11. Tea Hut and Pavilion:
11.1 Proposal: To accept the gift of the two wooden buildings in the southwest corner of the Recreation Ground, known as the Tea Hut and the Pavilion, from Great Longstone Cricket Club.
11.2 Proposal: That the Parish Council approve the signing of the granting of 1972 LGA Section 127 compliant lease to Longstone Sports and Recreation Association (LASRA), once the Clerk has completed required actions such as advertising the proposed lease in local newspapers.
12. Recreation Ground Maintenance Agreement
12.1 Proposal: The Council approve the signing of the maintenance agreement with the Longstone Area Sports Association (LASRA).
13. Village/Neighbourhood plan: (Powers from Localism Act 2011 and Neighbourhood Planning Act 2017)

To discuss and agree priorities and format for the meeting scheduled for 30th April.
18. Village Charities
18.1 Holme Meal Trust (Registered Charity No 256506) – Please see annual report for 2023/24 (available below). This charity was established after the sale of land owned by the Archer Family, formerly of Holme Hall, in 1802. It is thought that responsibility for managing the charity passed to the Parish Council on its creation in 1894.
The current Trustees (Wendy Long, Peter Thompson and Simon Headington) were appointed by the Council on 18th July 2007. The Charity only has a small annual income (currently £94.88 per year) and its cash funds are held in the Parish Council’s bank account. The majority of the charity’s assets are invested in Charity Investments, managed by Blackbrook, and on 31st March 2024 had a value of £14,755.02. This money is held as capital and only the income that it generates can be spent.
The report for 2023/24 is presented for information (See Appendix A). It is believed that the Parish Council has the right to appointment different trustees, if it so wishes. All of the current Trustees are happy to continue in post.
19. Overnight Parking on Moor Road:
The caravan was moved shortly before Christmas so no further action has been taken at this stage.
20. Local Government Re-organisation in Derbyshire
Proposal: Instruct Clerk to prepare a report on what is know about this for the next meeting of the Council
21. Planning Applications (Right of notification – Town and Country Planning Act 1990, Sch 1 Para 8)
21.1 Recent – for information
21.1.1 NP/DDD/1124/1193 – Lawful Development certificate for a proposed use – Extension to the rear of property. Victoria Terrace. Refused on basis that permitted development rights had been removed by virtue of Condition 3 of Planning Permission reference: NP/DDD/0114/0015

21.3 Notification of Appeals

21.4 Enforcement Notices
21.4.1 ENF: 24/0143 – PDNPA have issued a “Planning Enforcement Notice, for a “Breach of Condition” on the new owners of the Watersaw Mine Compound (also known as Salet Hole No 2 Mine), off Moor Road. Condition 20 of planning permission NP/DDD/0805/0818 required that the owners submit a written agreement for the reclamation of the compound, by no later than 30th November 2014. – No update available.

22.1 Data Protection Policy: To approve the GLPC Data Protection Policy (Jan 2025), which is based on the DALC template policy. (See Appendix B)

22.4 Complaints Procedure: To review the Complaints Procedure dated 7th December 2010.
22.5 Grievances and Discipline Procedure: This procedure is based on the Aug 2024 version of the DALC template document, which in turn is based on based on the ACAS Guidelines for small organisations, with consideration for the unique and specific legal framework in which Town and Parish Councils work. (See Appendix C)
23. Memorial Benches
Proposal: To prepare a policy on the management of memorial benches for review at the next meeting of the Council.
Proposal: That the new policy include the creation a register of memorial benches and the contact details of the donors. This is to be held as part of the Asset Register.
24. Community Right to Bid (Localism Act 2011 Ch3 S87)
Proposal: That a paper be prepared for the next meeting of the council that details properties within the Civil Parish that might be eligible for registration under this legislation.

After correcting the spelling of a name in item 149/24 the minutes were approved and signed by the Chair.
4/25 Standing Orders were suspended at 7.05pm to allow for public comments
Cllr Sutton reported the Governments plans for devolution in England. At this stage there is a lot of uncertainty as to what will happen and when. One immediate consequence is that the County Council elections, due for May 2025, might be postponed.

9/25 Recreation Ground and Tennis Court Resurfacing Project 2025 (Powers from Local Government (Miscellaneous Provisions) Act 1976, c.19 para 1b)
The cost of this project is £17,350 (+ VAT) plus ancillary items such as storage containers and sports equipment.
The Chair reported that she had submitted a bid to the National Lottery for funding for this project. It is expected that we should hear back by the end of March if this application has been successful.
If this bid is unsuccessful the Council agreed to ask Little Longstone Parish Meeting to undertake this as a joint project with each authority committing £6,000 from reserves and GLPC to temporarily pay the balance of the costs (£5,360 + the VAT) whilst efforts are made to fundraise this amount. The alternative is to risk delaying the project for another year.
The clerk was instructed to write to Little Longstone Parish Meeting to ask if they are prepared to support the project in this way, if the bid for Lottery funding is unsuccessful.
If Little Longstone Parish Meeting are prepared to help the clerk is then authorised to sign and return the supplier’s order to confirm the work for around May 2025, once the ground is dry enough for access.
10/25 Tea Hut and Pavilion:
- Proposal: To accept the gift of the two wooden buildings in the southwest corner of the Recreation Ground, known as the Tea Hut and the Pavilion, from Great Longstone Cricket Club.This was approved with thanks.
- Proposal: That the Parish Council approve the signing of the granting of 1972 LGA Section 127 compliant lease to Longstone Sports and Recreation Association (LASRA), once the Clerk has completed required actions such as advertising the proposed lease in local newspapers. This was approved, subject to the completion of the gift of the buildings to the Council. The target date for the transfer of ownership and commencement of the lease arrangement is 1st March 2025. The Clerk was instructed to find out deadlines for placing the required notice in the Peak Advertiser.
11/25 Recreation Ground Maintenance Agreement
Proposal: The Council approve the signing of the maintenance agreement with the Longstone Area Sports Association (LASRA).
This was approved to start on 1st March 2025, subject to the completion of the property transfer and lease in Minute 10/25.
12/25 Village/Neighbourhood plan: (Powers from Localism Act 2011 and Neighbourhood Planning Act 2017)
Cllr Douglass explained that the launch event, will be in the village hall, on the Monday 10th February. An article about it has gone into “Under the Edge” and other publicity will be put into place.
13/25 Christmas Eve Carols – Review 2024 Event
It was felt that the event had been a great success, and it is hoped that it can be repeated next Christmas. A message to thank everyone involved has gone into “Under the Edge”. The Clerk was instructed to write a letter of thanks, to the donor of the tree. It was noted that £269.56 was received in donations, which will be used towards a project in the village.
14/25 Tenders for Council Owned and Managed Land
A total of 4 tenders for the “Closed Churchyard” and 5 tenders for the “Village Greens and other areas” were received.
The tender for the maintenance of the “Closed Churchyard”, for period 2025-2027, was awarded to W Brindley Ground Maintenance.
The tender for the maintenance of the “Village Greens and other areas”, for period 2025-2027, was awarded to Bruno Cardona Gardening Services.
The clerk was instructed to notify the successful contractors.
15/25 Report on plans for Longstone Village Week 12th to 20th July 2025
The Council was provided with details of the draft programme.
16/25 Annual Parish Meeting – 30th April 2025
It was agreed that the event would be used to highlight the good work being undertaken by charities and other organisations that are operating from within the parish.
The Clerk was instructed to invite Bakewell & Eyam Transport, Thornhill House, The Village Hall Committee & LEAP, LASRA, the History Society and FOLS to give short presentations on their work on behalf of the community.

The Council decided not to propose any changes to the trustees at this stage.
18/25 Overnight Parking on Moor Road
The Clerk reported that as the caravan, that was causing particular concern in December, had left the area he had taken no further action. It was suggested that as a lot of other vehicles using the road for regular overnight stops that further investigations on possible options should continue.
19/25 Local Government Re-organisation in Derbyshire
The government’s White Paper on “English Devolution”, published on 16th December 2024, and its proposals for local government re-organisation in “two-tier” areas is likely to result in a rapid and significant changes which could involve the disappearance of both Derbyshire Dales District Council and Derbyshire County Council.
Proposal: Instruct Clerk to prepare a report on what is known about this for the next meeting of the Council

25/25 Financial Matters
- Bank reconciliations – as at 31st December 2024.Total cash available £19,156.03. Balances to be checked by a Cllr Douglass, against bank statements, and signed reconciliations sheet.
- Budget review / Two monthly Report The clerk presented the income and expenditure report, to date. This was in a different format to previous reports as it came directly from the new finance system. The net position is £4.2K underspend, however this needs to be weighed having saved £6k by not having to had pay the clerk for 12 months. The clerk also presented a new report that shows named reserves.
- Revisit budget for 2025/26 and precept No changes were made to the budget but following the provision of information about an increase in the number of Band D equivalent properties from 339.43 to 364.02 was agreed that the Precept demand, for the financial year 2025/26, be increased to £22,880. This will allow the Council to run a “balanced” budget. It is anticipated that this will result in an increase of 4.5% for domestic council taxpayers in the parish.
