Minutes of the meeting held on the 21st November 2001 at 7.30 p.m.

Present:  Councillors: Finney, Bowering, Askew, Hirst and Cox.

District Councillor Crowther.

92/01 Apologies for absence

No apologies for absence.

93/01 Minutes of the last meeting held on the 17th October 2001.

The council resolved to approve the minutes at the January meeting due to amendments to be made, as noted below.

94/01 Matters arising from the minutes

There was a correction to be made regarding point 80/01 of the previous minutes.   Councillor Finney was reporting on Peak Parks points of view, not as stated, that of himself.

95/01 Planning Matters

To approve-

1. Application for the erection of a conservatory.  The Cottage, Sunnybank, Great Longstone.

The Parish Council has no objections to a conservatory.  However they do not approve the planned conservatory, due to the flat roof, plastic windows and the use of red brick.

2. Application for change of use of part of dwelling to self contained holiday unit.  2 Harrow Cottages, Main Street, Great Longstone.

The Parish Council supports the application.

To note approval by Peak Park- none received.

96/01 Financial matters

To note bank balances:

The balance on the Current bank account was noted as £1000.

The balance on the Deposit account £7683.50.

To approve payments:

  1. Wickstead Leisure – safety inspection £25
  2. D. Askew – Village Hall cleaning £30
  3. E. Street – Village Hall cleaning £45

The council resolved to approve the payments.

97/01 Backdale Quarry/Longstone Edge

No points raised or discussed.

98/01 Allotment Land/Landscaping

TREE SEAT, STONE WALL AND POSSIBLE EXTENSION OF AREA –

Following a site visit by the Councillors it was discussed that the Peak Park’s suggestion of putting in a tree seat would not work, due to the growth at the bottom of the tree.  Any paving around the tree would also move, due to the roots and off shoots.

The suggestion of a stone wall in-between the new green and the allotments was discussed.  The Councillors discussed the attractiveness of a wall, instead of  a fence and the extra cost of this due to the vast length.  The option of inserting a gate in to be able to enjoy the allotments was also discussed.  The Councillors agreed that there would be not be an extension of the area into the allotments.  The Clerk was instructed to gain uptodate quotes for the landscaping, incorporating an additional wall, and to put in an application for a walling grant to Peak Park.

Councillor Bowering stated that Mr J Brown would be donating a memorial tree for Kim Bramley, to be positioned on the new green.

WREN

The Clerk reported on the application made to Wren for a grant.  The application would be discussed on the 22nd January at Wren, with a decision on the 12th February 2002.  In order to process the application Wren require names of persons/businesses whom would contribute 11% of the grant.  The grant The Parish Council has asked for is £5000.  This would therefore be approximately £500, which can be split in to no more than two donators.    The contribution is required to reimburse the landfill operator who is missing 11%, when they give 20% of their total quarterly landfill tax amounts to Wren.  The Clerk was instructed to contact the local Brewery and other businesses with a relevance to the Parish.

LEAD CONTENT IN SOIL

Following a letter from a parishioner, the Councillors discussed a course of action to discover whether there is lead in the soil around the allotment/new green area.  The clerk was instructed to contact the Environment Health Department, regarding this concern.

99/01 Maintenance

RECREATION AREA

  1. Football pitch – work is now complete on the goal area.
  2. Netball location – the Councillors agreed to position a Netball post on the old cricket net stand.  The Clerk was instructed to gain a quote from M Garret for a Netball post and hoop.
  3. Fixing dog signs and climbing frame maintenence –
    • The Councillors discussed fixing metal posts in three locations for the dog signs.  The Clerk was instructed to ask M Garret to produce three posts, and for M Garret and D Longden to put up the signs.
    • The Councillors also discussed the subject of criminal damage.
  4. D Longden has now mended the Climbing Frame.

ROADS AND PATHS

  1. Hedge and post in between two sections of the Meadows –
    • The hedge has now been cut back.
    • The Clerk has contacted the County Council regarding the post.  There had been no action.
  2. Overflowing water on Station Road – The Clerk has contacted the County Council regarding the water.  There has been no action.

The Councillors instructed the Clerk to Contact Mr D Carr, District Highways Manager, regarding the post and overflowing water.

OTHER

1. Feemouth yard gate/s – quote – 

Councillor Hirst reported that following a site visit with other Councillors, the possibility of wooden gates, to replace the metal kissing gates would provide easier access for pushchair and wheelchair users.  The cost for the two gates at the bottom of Feemouth yard would be £350,with £75 for labour, using M Garret.  To repair the existing gates would cost twice as much.  The gate from the Churchyard would be funded by a donation. The Councillors instructed Councillor Hirst to order the gates and instruct M Garret to remove and install the gates.

100/01 Sign amended audited accounts for year 2001/2002

Councillor Hirst signed the amended accounts.

101/01 Compliment slips 

The Parish Council approved for the Clerk to purchase compliment slips, following a suggestion from a recent audit.  This will be at a cost of £22.50 for 300.

102/01 Village hall

The amendments to the ‘financial responsibilities’ sheet has been amended and passed for the Village hall to agree upon in their January meeting.

103/01 Xmas Tree

The Clerk reported that the Xmas tree had been ordered. The tree is to be financed by Mr Booker, The Close, Great Longstone.

104/01 Xmas Charity payments

The Councillors revisited the year 2000 list of parishioners to receive a ‘Xmas voucher’ to be spent in local shops, with the addition of Mrs Slater.

105/01 British Legion – donation

A donation for a wreath had not been given last year.  The Councillors resolved to approve £40 to be donated to the British legion wreath. And to instruct the Clerk to order a wreath for next year.

106/01 PRECEPT

The Councillors agreed on a precept of £8,516 for 2002/2003.  This  incorporates funds for a new street light on Station Road, near the footpath leading towards Little Longstone.  The Councillors expressed their concerns for the Parishes safety.

Streetlights would eventually be installed on Beggarway Lane; this will not proceed until the work has been completed on the road leading up to Thornhill House.  No budget has been allocated for this in the 2002/2003 precept.  The precept was approved 1st by Councillor Hirst and 2nded by Councillor Cox.

The Councillors asked for the Clerk to gain a quote for a new street light.

108/01 Date and time of next meeting
