Minutes of the Meeting on the 20th June 2001 at
7.30 p.m.

Present: Councillors, Finney, Bowering, Askew, Casey, Cox, Gregory
District Councillor Crowther.
28/01 Apologies for Absence
Apologies received from Councillors Fawcett and Hirst.
29/01 Minutes of the last meeting held on the 16th May 2001
The council resolved to approve the minutes.
30/01 Matters arising from the minutes
There were no matters arising.
31/01 Planning Matters
To consider:
- Application for the erection of a single garage. 27 The meadows, Grisedale Road, Great Longstone.The Parish Council supports the application.
- Application for an extension on first floor level above existing garage to form bedroom. West Ridge, Grisedale Road East, Great Longstone.The Parish Council supports the application.
To note approval:
- Creation of vehicular access and car hardstanding. Myrtle Cottage, Butts Road, The Square, Great Longstone.
The parish noted the approvals.
32/01 Financial Matters
To note bank balances.
The balance on the current account was noted as £1000.00
And on the Deposit account £10163.34.
The Clerk stated that £1800 would be reimbursed shortly for the mowing of the playing fields, for the last two years.
To approve payments:
- Dog Bins £249.43
- Senior Citizens Club – donation £100.00
- D.A. Longden – playhouse and noticeboard work £597.27
- Great Area Pre-School – donation £500.00
- Sarah Stokes – Administration and Expenses £506.15
- D.Askew – Village Hall Cleaning £100.00
The Council resolved to approve the payments. However the Council decided to instruct the Clerk to ask for a break down of the work carried out by D. Longden, due to the high cost. Although the Council were very happy with the usual high standard of work.
33/01 Backdale Quarry/Longstone Edge update
Glebe Mines
Councillor Crowther stated that Peak Park had received environmental information on Longstone Edge. Each council has been supplied with a pack of information. No information on the geological update had been received. There is also a planning meeting in July or August with a site visit.
The Clerk distributed the pack of information to the Councillors to be read individually. Councils have been asked for any comments.
Backdale
Councillor Crowther commented on Backdale quarry, which is off loading to Bleaklow mines. This is not being worked at the moment.
Councillor Finney expressed his concern having visited the site behind Great Low, where there are 60 – 70 ft tailings, Councillor Finney suggests that this needs monitoring. The Council stated that the mine isn’t being worked during the summer. It was resolved that Councillor Finney contact Jonathan Moore regarding his concerns.
34/01 Allotment Land/Landscaping
The Clerk reported that grants are now being sought from the following organisations for the new green:
- The Countryside Agency
- Derbyshire Rural Community Council
- Peak Park
- Council For the Protection of Rural England
The Clerk reported that Mr Dalton and Mr Kendal would no longer require their allotment plots. Sally Hughes would be taking Mr Dalton’s plot. There are now two vacant plots, being plot 4 and plot 11, these will be advertised in Under The Edge.
35/01 Dog Fouling
The Vice-Chairman read out a letter from a parishioner regarding dog fouling. The parishioner thanked the council for providing dog bins, especially the one near Thornbridge Manor. However the parishioner would like to see the 30mph signs moved, from the end of Glebe Avenue and on Station Road, to before the station. This would mean that the dogs (Fouling of Land) Act 1996 would apply to all that area of land, as this does not apply at present. The council resolved to instruct the Clerk to reply to the letter stating that you can not change the 30m signs due to the proximity of street lighting.
It was noted that Councillor Hirst had enquired into dog fouling signs for the recreation area. The council agreed that an A4 size sign would be appropriate. It was resolved to instruct Councillor Hirst to order A4 signs.
The clerk reported she had spoken to the District Council and agreed that the dog bin adjacent to the recreation area, which had been set on fire, is in full working order, there is no need for repairs.
36/01 Derbyshire Village of the Year 2001 Competition
The Clerk reported that the competition organised by Derbyshire Rural Community Council would be judged in the first instance during June and the final rounds in mid July to the end of August. Looking in particular at absence of litter and general tidiness. An insert in Under the Edge is featured.
37/01 Bottle Recycling collection
The Clerk reported that a complaint had been made from the Council regarding the collection of bottles for recycling. Access to the left of the White Lion has been difficult due to cars blocking the main route up to where to recycling area is, making emptying difficult. The Clerk stated that she had spoken with the residents regarding the issue. The problem has been resolved.
38/01 Maintenance
Weedkilling
The Clerk reported that the work on Bells style had been completed by Mr Watson.
Playground/ recreation area
Councillor Gregory reported on her research with parishioners regarding improvements to the recreation area. Children have been seen roller-skating on the tennis courts and taking down the nets. This did not continue after Councillor Gregory put a notice up. She reported that more facilities for older children are required. An area for roller-skating and a net ball hoop were discussed. The Council resolved to look at the areas concerned, due to the cost of tarmac/soft tarmac and the safety requirements.
The Councillors also discussed the poor state of the climbing Frame. Councillor Crowther suggested that the Clerk contact the District Council for a grant.
Two letters were read out by the Vice-Chairman regarding the football pitch. Repairs are required at the goalmouth of the football pitch, at the tennis court end and or the goal posts need moving temporarily. The Council resolved to hold a site meeting to look at the problem.
The Councillors discussed the temporary bark and resolved for Councillor Cox to arrange this.
Roads and paths
- The Clerk reported that the District Council had attempted to pump the drain at the bottom of Station
Road. However this had not worked, County are now sending in an engineer to sort out the problem. - The Clerk reported she had spoken to Fosca about cleaning the roads more frequently in Great Longstone. Fosca have said they will help in any specific ways towards the Derbyshire Village of the year competition, but are not able to offer any ‘special’ regular service to the village.
- The Clerk reported that the County Council had mislaid the letter regarding work on Edge View Drive and the path adjacent to the recreation area. The letter has been resent.
- The Councillors decided that strimming work should be carried out by Cox’s, as has occurred in previous years.
Road sign Cleaning
The Clerk reported that the County Council would be coming to clean the warning signs.
Trees Overhanging
Councillor Finney spoke to Mr Harrison of Thornbridge Manor regarding over hanging trees on to the road from his property. Mr Harrison has to get permission to trim the trees back, as they are under a conservation order. Mr Harrison will look in to this.
Councillor Finney commented on trees covering the Monsal trail near Longstone station, making the area very dark.
39.00 Correspondence
- Derbyshire Rural Community Council, allotment Seminar 11th July 2001 – noted.
- Peak Park Parishes Forum, Agm 23rd June 2001. – noted
- Election – noted
- DCC – reopening of paths. The Councillor s discussed that the Farmers are not happy with the paths being opened; however it was also stated that locals do not appear to be using the paths.
- Bakewell and Eyam Community Transport – The Council resolved to donate £150, as had been precepted.
- Mark Payne – estimate for the railings on the recreation area.
- DCC – Environmental Services Department, Best Value review – noted.
- DCC – Freight Quality Partnership Strategy – noted
- NHS – North Derbyshire Health Improvement Programme. The Council discussed that coverage of doctors over night is not enough, and they come from quite a distance.
- BTCV- Community Wildlife projects. The Council resolved to put the leaflet on the public noticeboard.
- Peak Park – 50th Anniversary Play. The Council resolved to pass the information on to the School.
- English Nature – Special Areas of Conservation – noted.
- DCC – Don’t Choke Derbyshire Campaign and Sports Facilities Strategy. The Councillors completed a survey on village sports facilities.

- Derbyshire Constabulary Local Policing in Derbyshire – noted.
