Minutes of the Meeting held on the 19th September 2001 at 7.30 p.m.
In the Village Hall
Present:  Councillors; Cox, Casey, Gregory, Finney, Bowering, Fawcett, Askew.
57/01 Apologies for Absence
Apologies received from District Councillor Crowther.
58/01 Minutes of the last meeting held on the 18th July 2001
The Council resolved to approve the minutes.
59/01 Matters arising from the minutes
There were no matters arising.
60/01 Planning matters
To consider- there were no applications to consider.
To approve
  1. Creation of vehicular access to replace pedestrian access.  Castcliffe Barn, Long Lane, Wardlow.
  2. Erection of single garage.  27 The Meadows, Grisedale Road, Great Longstone.
The Parish Council noted the approvals.
Additional –
  1. Tree work, The Vicarage and the new ChurchYard, Great Longstone conservation area – noted.
  2. Alterations to Cornerstones, Moor Road, Great Longstone.  Peak Park informed the Parish Council that a new window opening as been inserted in the south facing gable of the property but the Authority was consulted by the owners prior to the work commencing and they were advised that permission was not required.
61/01 Financial matters
To note bank balances:
The balance on the Current bank account was noted as £1000
The balance on the Deposit account £7949.10
To approve payments:
  1. S Stokes- Administration £417 and Expenses £61.09
  2. Derwent Treescapes – bark £136.30  PAID DURING AUGUST
  3. DDDC – dog bags £58.75    PAID DURING AUGUST
  4. D Askew- Village hall cleaning £180
The Council resolved to approve the payments.
The Accounts for 2000/2001 will be made available on 22nd October 2001, with the Clerk to attend the audit on 2 November 2001.
62/01 Backdale Quarry/Longstone Edge
Councillor Cox stated that himself and Councillor Hirst had met with the Minerals Officer at Peak Park and that  the new application would give Peak Park more control.  Councillor Finney expressed his continued concern that Glebe Mines do not stick to what they said they would do.  And the roads up on Longstone Edge are deep in mud form the lorries.  Councillor Bowering discussed that we as a parish can not monitor what they are doing    The subject of what time work starts in the morning was discussed.
The Clerk stated that there was a site meeting taking place on Thursday 27th September 2001 with Peak
Park, on Longstone Edge.  The Councillors instructed the Clerk to write to J Moore at Peak Park with their concerns for the amount of limestone being extracted and closer monitoring to be reinstated.  All P Councillors possible from GL would go and visit the site at the meeting.
63/01 Allotment Land/Landscaping
LANDSCAPING: The Clerk reported on funding for the new green.  The Parish Council  has been unsuccessful in obtaining a grant from Derbyshire Rural Community Council.  The CPRE would inform the Clerk by the next meeting of the outcome, following a meeting on the 20th September 2001.  There would be no grant from Peak Park until the next financial year. The Clerk is to update them of our success with other grants in Feb 2001.  The Clerk has asked for Information  from  English Nature’s new ‘Wildspace’ grant.
64/01 Dog Fouling
Since the last meeting five signs had been put up on the entrances on to the recreation area, preventing dogs on to the area.  Within hours someone had unscrewed the signs.  The Councillors discussed that the signs had cost the parish £90 plus installation.  The Clerk stated that further signs had now been produced, which would be fastened more securely.  The Councillors do not wish to waste parishioner’s money again.
As requested by a parishioner dog fouling signs have been put up on Moor Road.
65/01 Derbyshire Village of the Year Competition
The Clerk informed the Councillors that Great Longstone has been awarded the Derbyshire Dales District prize of £50, as a runner up.  A more detailed resume was to be forwarded by the Co ordinator shortly.
The Councillors agreed to take down the existing sign on the village green, as it looked messy due to the lettering.
66/01 Maintenance
RECREATION AREA
  1. Quote for Fencing – Lydgate Hill Fencing would be putting up the post and rail fencing on the recreation area on Thursday 20th September.
  2. Football Pitch quotes – two quotes have been received for the work on the goalmouth.  The Councillors agreed that the cheaper quote of £70,from M Sowerby should go ahead.  The Councillors also agreed that they would move the goal posts forward before the work commences to allow the area to settle back in when it has been returfed.
  3. Bark – bark has now been put down below the climbing frame.
  4. Netball/basketball hoop – The Councillors still need to look at a suitable area for this to be situated.  The Clerk showed a brochure with a wooden posted netball hoop, which would be a little more natural looking.
  5. Climbing Frame – The Clerk stated that there was no funding left in the current financial year.  However our request is top of the list for the new financial year.  The Clerk was instructed to ask D Longden to make two new staves for the climbing frame, as a temporary safety measure.
  6. Safety Inspection – The Clerk reported that the District Council does not do their own inspections.  The D Council suggested contacting Cornhill Insurance, National Playing Fields or other alternatives for quotes to do an annual playground inspection.
ROADS AND PATHS
  1. Roads and paths – The Clerk reported that all work to date was complete; path adjacent to recreation area, drain outside no. 9 Edge View Drive and the overflowing drain on Station road.
  2. Trees/hedges overhanging – The Councillors discussed the hedge leading up to the corner near Thornbridge Manor entrance.  Cox’s Farm stated that contractors have been booked to cut the hedge back.  The overhanging tree from Thornbridge Manor has been cut back.  There was no report on the overhanging hedge between the two sections of the Meadows; the Council is still dealing with this.

    The Councillors discussed the path from Station Road past the School field towards the Recreation area.  The hedge on the School side is very overgrown as is the vegetation beneath.  The Clerk was instructed to contact the School regarding the hedge.  Cox’s farm were asked to strimm the vegetation.

  3. Strimming work – all strimming work i.e. Bells style has been completed.
  4. Weedkilling the allotment plot – M Watson has actioned this.
67/01 Sports Day
Councillor Finney discussed that the Sports day was due to take place in September.  As the weather had turned for the worst parents agreed that it should not now occur until next year.  The consensus of opinion was that as it is the Golden Jubilee next year and there should be a family event at the end of June/early July, perhaps a Golden Jubilee family picnic/sports day.  The parents asked would like the £150 donation from the PC to be  retained until the next financial year, and any additional contribution for the new financial year adding to this sum.  The Parish Council will be informed of developments towards this event.
68/01 Sewerage
The Councillors discussed the sewerage problem at Bells Style leading down to Main Street.  Severn Trent resolved the problem.  Councillor Gregory stated that there was excess water on the Allotment plots to the rear of the area.  It was agreed that this has always been a problem.
The individual stream tests discussed in the spring were discussed again.  The Councillors resolved to look at the site again, before deciding whether tests are necessary, due to the cost implications.
69/01 Village Hall
The adjoining property being renovated by T Cox was discussed further in relation to drainpipes.  The subject of drainpipes at the rear of the property had been discussed with the builders.  The Councillors agreed that T Cox’s property would accept water from the village hall, as exists.
The Clerk reported that a statement of financial responsibilities between the Parish Council and The Village Hall Management committee was a little out of date.  The Councillors instructed the Clerk to add any amendments on to a separate sheet to be signed by the Chairmen of both.
70/01 Speeding
Councillor Finney expressed his concern over the speed in which cars progress along Station road.  The Councillors discussed 30 m/hr signs in circles on the road.
Councillor Gregory asked for an update on the situation in relation to the road leading up to Thornhill House, as until this has been completed speed restriction signs will not be put up on Church lane/Beggarway Lane.  The Clerk reported that having spoken to District Councillor Crowther, that the footpath adjacent to ‘Dalana House’/Business Park, had a diversion order in 1993, which was confirmed but not certified by the Peak Park or County.  This legality is holding the proceedings up.  The Clerk was instructed to write to R Thornhill for an update, to be received by the next Parish Council meeting
71/01 Toilets
The Clerk discussed that many parents/childminders have mentioned the subject of toilet facilities for children to use whilst using the playground equipment.  The Councillors discussed that no suitable location was discovered last time the issue came up.  The disabled toilet in the porch of the Village hall is open during the summer months, from Easter through to the end of September at weekends only from 9am until 9pm or dusk if earlier. D Councillor Crowther had suggested contacting other villages such as Sheldon to find out what they do and the funding of this facility, the clerk was a waiting a reply from Sheldon.  The Village Hall Committee had not been keen in the past for The D Council to clean the toilets.  The Councillors also discussed the toilet facilities in the cricket pavilion.
72/01 Empty Homes
The Councillors completed a form from DDDC regarding empty homes in the village.  Many of the properties were holiday cottages or had been renovated since.  The aim of the study was to come up with affordable homes becoming available through the District Council through private or rented occupation whilst removing eyesores from villages in the District.
