MINUTES OF THE MEETING HELD ON THE
18th DAY OF November 1998
Present; Councillors, Askew, Casey, Cox, Finney, Fawcett, Gregory, District Councillor Crowther.
89.98 Apologies for absence
Apologies were received from Councillors Hirst and Woollen.
90.98 Minutes of the last meeting held on the 21st October 1998
The Council approved the minutes of the last meeting.
91.98 Matters arising from the minutes
The Clerk reported that an inspection of the Playground had been commissioned but the results would not be known until the next meeting.
92.98 Backdale Quarry update
The situation remains unchanged since the last meeting.
93.98 Planning matters
To Consider:
- Application to extend Consent for Mineral Extraction – Land North of RowlandThe Council had no objection to the application
94.98 Financial matters

The Council approved the following payments

- Bakewell Mobile Physiotherapy £175

95.98 Village Hall
The Council noted that the ceiling has been lowered with much improved acoustic performance. The window works are soon to commence.
96.98 Dog Fouling
The Council received no news on the implementation of the new legislation but an officer from the District Council has been invited to attend the February Council meeting.
97.98 Parish Paths Partnership
Councillor Finney will supply a map for the purpose of surveying the Parish footpaths.
98.98 Parish Magazine
Councillor Cox was to attend a meeting on the 19th November and will report back at the next meeting.
99.98 Footpath Grisedale Road West
The Clerk reported a formal complaint had been made to the District Council about the quality of the resurfacing works. The District Council has insufficient properly trained staff or resources to remedy the defects at this time.
100.98 Tree Pruning
The Clerk reported that the process of obtaining tenders for the recommended works was continuing. The Council also received a quote from M Watson for tidying shrubs and trees in the Feemouth and old church yards. The council resolved to instruct Mr Watson to commence the work when convenient.
101.98 Precept Consideration for year 1999/2000
The Council resolved to Precept for £8,585.00
The precept will cover:
- Administration and Accommodation expenses £3930
- Renewal/Repairs Footpath Feemouth Yard £ 500
- Mowing Village Greens £ 900
- Repairs to Christmas Tree Lights etc £ 200
- Playground Repairs and renewals £1500
- Election expenses £ 600
- Donations;
- — Community Transport £ 70.00
- — Derbys Rural CC £ 50.00
- — Crossroads Care Sch £120.00
- — B’Well Mobile Physio £175.00
- — DD Victims Support Sch £ 50.00
- War Memorial Survey and repairs £ 500
The Council further resolved to contribute the sum of £1,500 towards the Village School extension and to contribute the sum of £30 towards the cost of the wreaths at the war memorial.
102.98 Memorial Seat Recreation Ground
The Council resolved that it would accept the proposal from Mr & Mrs Firth-Jones for a further seat to be placed on the Recreation ground in memory of Isaac their son.
103.98 Parking on Main Street
Councillors resolved to open the meeting to the public and to hear views from those present. There then followed a lively debate on the issue of Parking on Main Street at various points along its length. Mr Raynor expressed the view that the Council should be more proactive in its approach to the problems. He felt that simply because the County Council had expressed its views the Parish Council could still take a contrary position if it resolved to do so. The meeting was then closed to the floor.
The Council resolved to write to the Chair of the school governors expressing its concern about the volume of traffic arriving at the school when children are delivered and collected and also as to the standard of parking particularly in the area of the Cross and War Memorial.

- Derbyshire Fire Authority Annual Report – Noted
- Parish/District Area Conferences- no Councillors were able to attend the area conference and therefore no report was received
- DCC Community Care Plan – Noted
- Christmas Tree Recycling Project – Councillor Cox agreed to allow his field to be used as the Tree recycling site.
- Local History Group – Millennium Project – Councillor Fawcett is to meet a representative of the Local History Group and will report back to the next meeting.

The Council resolved to meet on the 16th December 1998 at 7.30pm in the Village Hall.
