Minutes of the Meeting on the 18th April 2001 at
7.30 p.m.
In the Village Hall

Present: Councillors Askew, Finney, Bowering, Casey, Hirst.
District Councillor Crowther.

1/01 Apologies for absence

Apologies received from Councillors Cox and Gregory.

2/01 Minutes of the last meeting held on the 21st March 2001

The council resolved to approve the Minutes.

3/01 Matters arising from the minutes

Councillor Hirst welcomed the new Clerk into the Parish Council. The Council would like to thank Paul Dalton, former Clerk, for his contribution to the Parish Council over the last three years, particularly during the transition into a new accounting system.

4/01 Backdale Quarry/Longstone Edge update

No report was received on Backdale Quarry.

Councillor Crowther reported on Longstone Edge, stressing that the application is being held in abeyance and prior to a decision being made by the Planning Authority the Parish Council will be provided with further information.

5/01 Planning matters

To consider:

  1. Application for the creation of vehicular access to replace pedestrian access. Castcliffe Barn, Long Lane Wardlow: The Parish Council supports the application.

To note approval:

  1. Creation of vehicular access to paddock and vegetable garden on Station Road, Great Longstone.
  2. Erection of stone garden shed and dog kennel, The Shackeley, off Main St, Great Longstone.
  3. Erection of detached garage/garden store and boundary wall, Ash House, Main St., Great Longstone.

The Parish Council noted the approvals.

6/01 Financial matters

To sign bank mandates. The Councillors signed the bank mandate form with a further form being requested to enable all Councillors to sign cheques.

To note bank balances.

The balance on the current account was noted as £1000.
And on the Deposit account £1174.58

To approve payments:

  1. Goodwin,Cockerton and Colhoun Solicitors, legal work on land at Moor Lane £416.90
  2. Clerks Training Day £ 5.00
  3. DAOLC subscription 2001/2002 £115.27
  4. D. Askew £65.00 Village Hall Cleaning £ 65.00

The council resolved to approve the payments.

7/01 Old Sewerage works

The Council discussed matters further, following a letter from the District Council regarding dye testing on individual properties and the monitoring of the stream following each test. The Council discussed the necessity of individual tests and expressed concern over the cost of this to the Parish. The Clerk will contact the District Council regarding the costs involved.

8/01 Allotment Land/Landscaping

Councillor Bowering reported on his efforts to gain a grant. The Rural Community Council have been contacted, but with no success. Other alternatives are being looked into e.g. Peak Park. The Council decided the area adjacent to the allotments required weedkilling. The Council resolved to instruct M. Watson to carry out the necessary work.

9/01 Dog Bins/Bags

The Council expressed their continued concern over dog fouling in the village. The Council resolved to purchase seven dog bins to be spread around the village, which will be emptied on a weekly basis. The Clerk reported that the dog bags previously ordered with be delivered by Monday 23rd April and that dog fouling penalty notices will be dealt with as a matter urgency, according to the District Council. The bags will be available from Casey’s shop, the Butchers and the Post office, free of charge. Please note bagged dog waste can be placed in litterbins or taken home and disposed of within your household dustbin.

10/01 Maintenance

The Clerk reported that D. Longdon will carry out work on the play area and the parish notice board as soon as we get dry weather, materials have been purchased.

Councillor Bowering expressed his concern over the road signs around the village being dirty. The Council resolved to instruct the Clerk to contact the County Council to find out who is responsible for the cleaning.

Councillor Finney enquired into the speed limit signs on Church lane. It was discussed that work would not be carried out until the work was completed adjacent to Thornhill House by Mr Thornhill..

11/01 Correspondence

  1. J Morgans, Playgroup funding – the playgroup thanked the Council for their donation of £500. The Council felt any further donations would be reviewed on an annual basis.
  2. D.D.D.C. Election Day – new date for the Election is 7th June 2001.
  3. CPRE- Branch day 19th May, Calver Village Hall, achievements and threats the Peak Park faces – noted.
  4. S. Stokes, acceptance of post of Clerk – noted.
  5. Derbyshire Rural Community Council , rural matters – noted
  6. DTI – future of post offices- noted
  7. Derbyshire Police Authority re. Death of Stephen Lawrence- the Councillors collectively completed a form on ‘stop and search ‘ procedures.
  8. Derbyshire Fire Authority – best value performance plan – noted
  9. Peak Park – best value performance plan – noted
  10. Glasdon brochure, e.g. litter bins and seats – noted
  11. UK Villages.co.uk, free website – noted.

12/01 Date and Time of next meeting

The Council resolved to meet on Wednesday 16th May 2001 at 7.30 p.m. in the village hall. This meeting will take place immediately after the Annual Parish meeting, which will take place at 7pm.
