Minutes of the Meeting on the 16th May 2001 at

13/01 Apologies for absence

Apology received from Councillor C Crowther.

14/01 To Elect a Chairman for the Year 2001/2002

Councillor Hirst was elected Chairman by a unanimous decision.

15/01 To Elect a Vice Chairman for 2001/2002

Councillor Cox was elected Vice Chairman by a unanimous decision.

16/01 Minutes of the last meeting held on the 18th April 2001

The Council resolved to approve the Minutes.

17/01 Matters arising from the minutes

There was a correction to be made regarding Backdale Quarry/Longstone Edge. The minutes now read; Councillor Crowther reported on Longstone Edge, stressing that the application is being held in abeyance and prior to a decision being made by the Planning Authority, the Parish Council will be provided with further information.

18/01 Backdale Quarry/Longstone Edge Update

There have been no new applications and geological tests are being carried out.

19/01 Planning Matters

To consider

  1. Application for the creation of vehicular access and car hardstanding. Myrtle Cottage, Butts Road, The Square, Great Longstone.
    The parish supports the application.
  2. Application for the conversion of part of outbuilding to ancillary living accommodation. Field House, Moor Road, Great Longstone.
    The parish supports the application.

There were no approvals to be noted.

20/01 Financial Matters

Councillor’s Cox, Gregory and Fawcett signed bank mandates.

To note bank balances.

The balance on the current account was noted as £1,000.
And on the Deposit account £10,908.94

To approve payments:

  1. D.D.D.C. – 1200 ‘Poopa Scoop’ dog bags £ 25.00
  2. Administration – Local Council Administration Book £ 38.00
  3. District Audit – Fees for March 2001 £272.84
  4. Derbyshire Rural Community Council – Membership 2001/2002 £ 30.00
  5. Peak Park Parishes Forum – Annual Subscription £ 30.75
  6. Cornhill Insurance £295.81
  7. D Askew – Village Hall Cleaning £ 80.00

The Council resolved to approve the payments.

21/01 Old Sewerage Works

The Clerk reported on her conversation with Mr Rhodes of D.D.D.C regarding the costs of individual tests of the stream, to the Parish. Mr Rhodes stated that there are no specific costs to the Parish. He suggests that the situation should be evaluated in September, following the summer, when the weather is dryer.

22/01 Allotment Land/Landscaping

Councillor Bowering talked through the subject of Grant Aid for the area adjacent to the Allotments. Five different organisations have been looked at in depth, some of which will give 50% of the costs. The lowest quote for landscaping has been £4950. Councillor Bowering highlighted that many grants have only just become available. The project has been handed to the Clerk to process relevant applications.

The Clerk reported that the majority of rents for 2001/2002 from tenants, have been received. The Clerk will endeavour to work out any vacant plots.

23/01 Dog Fouling

The Council discussed the siting of the four dog bins which have been erected. Three sites were seen as unsuitable by D.D.D.C. The Councillors stated that they would review the situation as to any further bins being required. A comment was passed on from a Parishioner as to why the parish should pay for dog bins. The Council feels they are doing their bit to help towards a tidier environment, particularly during the current crisis.

There has already been a new dog bin set on fire, adjacent to the recreation area, which has meant emptying very difficult. PC Potter noted this situation. The Clerk will contact the Council regarding the condition of the bin, which may, lead to a new one.

The Council expressed their concern over a dog owner letting his dog loose on the recreation area at 7.15 am every morning. Since the Recreation area is Parish owned, the Council discussed action to put signs up, on behalf of the Parish Council. The signs will read, ‘no dogs allowed on the recreation ground at all times’. The council resolved to instruct Councillor Hirst to organise signage.

24/01 Maintenance

Weedkilling

The Council discussed Mr Watson weedkilling Bells Style. The Council resolved to instruct Mr Watson to do so.

Playground

The Council discussed the Playground resurfacing. It was resolved that the playground is very well used and that initially bark should be put down. Councillor Fawcett will gain a price for resurfacing the area. At which point Councillors and helpers will dig the area in preparation.

The Clerk stated that the work carried out by D. Longden on the children’s ‘house’ and council noticeboard was now complete.

Roads/paths

Councillor Finney stressed his concern regarding a drain, which overflows at the bottom of Station Road, towards Thornbridge Manor, causing Parishioners to get wet when cars drive past. Councillor Casey stated that there is also a problem outside no 9 Edge View Drive, regarding a hole around the drain. The Council resolved to instruct the Clerk to write to the Council regarding these issues.

The Council discussed the overhanging trees on to the road at Thornbridge Manor. The Council resolved to instruct Councillor Finney to speak to Mr Harrison of Thornbridge Manor, in the first instance. The Council also resolved to instruct Councillors Hirst and Cox to look at other overhanging trees in the village, which may mean that high-sided vehicles would need to move in to the opposite side of the road.

Councillor Cox discussed ‘FOSCA’ based at Longstone Business Park. When the organisation sited their selves in the village they had said that they would keep the village well swept, by doing extra sweeping. This is not happening very frequently and thoroughly. The council resolved the Clerk to contact FOSCA regarding this issue.

Councillor Bowering enquired into developments on cleaning road signs in the village. The Clerk stated that she had contacted both the District and County Councils, by phone. It was resolved that the Clerk would now write to the Councils, as there had been no developments.

25/01 Millennium Tree Scheme

The Clerk stated that DDDC would insert a second plaque on the millennium tree stating the names of newborn babies and persons reaching 100 years old within the year 2000. Only the following names that came forward will be inserted; Charlotte Lydia Fawcett (27/05/00) and Hannah Jean Harland Cardona (02/02/00).

26/01 Correspondence

  1. Senior Citizens Club, Funding – The Council resolved to donate £100 to the Club.
  2. Derbyshire Rural Development Council, Rural Development Programme- noted.
  3. D.D.D.C. Election Day- noted.
  4. Area Community Forums- noted.
  5. Derbyshire Association of Local Councils- stated that councils with a precept of less than £50.000 as from 1 April 2002 will no longer need to prepare income and expenditure accounts. Accounts are still required for the year 2000/2001.
  6. CPRE AGM and Annual Report- noted.
  7. East Midlands Development Agency- noted.
  8. Waste Recycling Environmental Ltd. (WREN)- noted.
  9. Glasdon, seating collection- noted.
  10. Peak Park- the initial consultation period for Parish Councils to give comments on planning applications has been extended from 21 days to 28 days.

27/01 Date and Time of next meeting

The Council resolved to meet on Wednesday 20th June 7.30. p.m. in the Village Hall.
