Minutes of the Meeting held on the 17th October 2001 at 7.30 p.m.
In the Village Hall
Present: Councillors: Finney, Gregory, Bowering, Askew, Casey, Hirst, Cox.
District Councillor Crowther.
75/01 Apologies for Absence
No apologies for absence.
76/01 Minutes of the last meeting held on the 19th September and the extraordinary meeting held on the 27th September 2001.
The Minutes were moved as a correct record by Councillor Casey , 2nded by Councillor Cox, and carried unanimously.
77/01 Matters arising from the minutes
There were no matters arising.
78/01 Planning Matters
To approve – there were no applications to approve.
To note approval be Peak Park –
- Extension to dwelling and relocation of conservatory. The Gables, Main Street, Great Longstone.
The Parish Council noted the approval.
79/01 Financial matters
To note bank balances:
The balance on the Current bank account was noted as £1000
The balance on the Deposit account £7385.88
To approve payments:
- Supply Lines and Signs £252.63
- Cox Brothers – bark work on play area £58.75
- Cox Brothers – strimming footpaths £47.00
- M Watson – mowing and weedkilling etc £1410
- D Askew – village hall cleaning £70.00
- Lydgate Hill Fencing – fencing on rec. £329.00
The Council resolved to approve the payments.
80/01 Backdale Quarry/Longstone Edge
Following the site visit and meeting at Glebe Mines with Peak Park on the 12th October 01, Councillor Finney who attended the visit reported on his findings. No consent would be given to the new application if P Peak were not going to monitor the situation. It was agreed that P Park would monitor the situation. There was no guarantee that Glebe Mines would not apply for other permissions, and could reapply in fifteen years time anyway. The Councillors discussed surface water running down to a tenant in Stoney Middleton. It was also discussed that it is not the P council’s responsibility to closely monitor the situation. Councillor Finney expressed his concern over the tidying up after. Things are not being reverted back to the way they were. Councillor Finney also stated that the problem of traffic in Ashford could be redirected through Hassop. This is an option being looked at. DC Crowther stated that Glebe Mines had been given the go ahead, subject to the responce from the Secretary of State. She also reported that the Peak Park are aware that quarries like this have no place in the national park, and the situation must be kept under control.
81/01 Allotment Land/Landscaping
LANDSCAPING
The Councillors discussed issues brought up by Carol Ribbon of Peak Park regarding the new green. It was resolved that instead of a post and rail fence adjacent to the allotments there would be a stone wall. Also instead of an independent seat, a tree seat would be fixed around the tree. The idea of reducing the allotments slightly to extend the new green was discussed.
The Clerk reported on the subject of grants. No grant has been allocated from CPRE. A grant is currently being sought from WREN. The Clerk reported that the grant ‘Wildspace’ was not suitable, as we are not looking at developing a nature reserve.
82/01 Maintenance
RECREATION AREA
- Football pitch – M Sowerby would be doing the work to the goal mouth in the next few weeks, now that the goal has been moved (as a temporary measure).
- Netball location – The Councillors will look for a suitable siting before the next meeting.
- Safety inspection – The Clerk has looked at various companies for a playground inspection. The Councillors agreed to use Wickstead at a cost of £25/01 plus vat.
- Dog signs – The Councillors will look at the positioning and fixing for the second lot of signs, to be put up by D Longden.
- Climbing frame – The two staves requiring attention will be mended within the next three weeks.
ROADS AND PATHS
- Road leading up to Thornhill House – The Chairman read out the letter from R Thornhill stating that progress was being made and that Severn Trent are slowly arriving at the point when the adoption of the sewers can take place. The outstanding issues are :
- The certification of the footpath – to prove right of way.
- Two easements of land adjacent to the footpath.
- A final underground inspection of the sewer is required, this is imminent.
- Hedge in-between two sections of The Meadows – The Clerk reported that DCC had not replied regarding the over grown hedge. The Clerk was instructed to recontact. The Clerk was also instructed to contact DCC regarding the broken post, separating the other section of The Meadows.
- Hedges on Station Road – The hedges have now been cut back. Although it was discussed that the overflowing water in this area had made a re appearance. The Councillors resolved to ask the Clerk to contact DCC again, to look at the problem.
- School hedge – The hedge has been cut back.
OTHER
- Sewerage tests – The Councillors following a site visit, discussed that the situation was stable and that no tests were required at present.
- Feemouth Yard – gate. Councillor Hirst reported that the kissing gate nearest the church was to be replaced, through a donation. Councillor Hirst is gaining quotes for work to be carried out on the gates at the bottom of Feemouth yard, looking at prices for wooden and metal gates.
83/01 Sign and approve financial accounts for year ending 31st March 2001
The Chairman and RFO signed and approved the accounts.
84/01 Sign bank mandate Form
The Councillors present signed the mandate form.
85/01 Precept
The Councillors were given the current financial years precept, in preparation for proposing thoughts at the next meeting for the 2002/2003 precept.
86/01 Location of memorial tree for Kim Bramley
The Councillors resolved for a memorial tree to be planted on the village green, near the cross, where a tree had previously blown down.
87/01 Village Hall
The amendments to the village hall allocation of financial responsibilities sheet was discussed. It was agreed for the Clerk to amend the changes so as to cover the VHMC, in case they are not quite so financially stable in the future.
88/01 Toilets – Sheldon
The Clerk reported on the actions of the nearby village of Sheldon. Their toilets, attached to the village hall are open from Easter until the End of September 7 days a week, and are cleaned by the District Council free of charge. The Councillors agreed that the recreation area, which was the area concerned ,was central enough in the village for children to be taken back to their homes to use toilets.
89/01 Derbyshire Village of the year competition
The Chairman read out the official letter regarding the above, enclosed was a £50/01 voucher to be redeemed by DDDC.
The new winner has now removed the sign on the village green.

- School Crossing Patrol Poster campaign. Councillor Gregory expressed her continued concern over school parking. People are parking near the cross, which would not enable services to get through in an emergency.

- NHS – Proposal to establish a Notts. Derbs. And Lincs. Health Authority. The Councillors discussed the long distances doctors travel to attend to calls and that they cannot find you when they arrive in the village.

91/01 Date and Time of next meeting
The council resolved to meet on 21st November 2001 at 7.30. PM. In the Village Hall. The Council has decided not to hold a meeting in December and for the Clerk to book the hall for early January.
